Minutes of Meeting of
Plan Review Committee
Held Tuesday, November 6, 2018
Mashpee.Town Hall Waquoit Meeting Room
Katelyn Cadoret, Assistant Conservation Agent suggested that the septic and storm water
management designs are to be minimal nitrogen load as well as making sure to anticipate
higher rain fall amounts in the future due to climate change. She noticed that they plan to
use New England Erosion Control Seed Mixture, which is great for re-sodding the area with
minimal nitrogen input, and typically consists of no more than 10% Kentucky Blue Grass,
and the rest a native rye/fescue mix.
Evan Lehrer,Town Planner had a few items to address;
• He would like the engineering to be revisited regarding the placement of the
building. If the short side of the building is along the road way it negates the need
for the parking in front of the building. He suggested that the short side of the
building be displayed on Evergreen Circle.
• Are the play yards grass or artificial turf? Mr. Learned said it will be artificial turf.
• Why are there are 18 parking spaces? Attorney Kirrane said there are 18 spaces
to accommodate any folks that are cued up to the street.
• Plans need to be reviewed by the Town Engineer.
Tim (the architect), mentioned that if the building is rotated 90 degrees it will show an
excessive amount of fence.
Mr. Learned said he will re-visit the parking situation.
Wayne Taylor commented that he believes the design of the building and how it is situated
on the lot is fine, and that the play area is convenient to work with the clients. He stated
that he saw no issue with the parking located in the front and how the building is faced,
seeing that this was an Industrial Zone.
Catherine asked what the 6-8 ft.stone area along the road on Evergreen. She's concerned
.that it may be perceived as.additional on-street parking which is no allowed. She also
wanted to know if the dogs will be walked.
Tim stated that rather-than having patchy grass or dirt, they wanted to suggest more
durable material that would be easy to maintain.
Kiley said; no; the dogs will be all contained.
Jack Phelan, Deputy Fire Chief had a list of questions and items he wanted to address;
• He would like to see the fire protection plan showing the layout of the building.
• He wants to see the carbon monoxide for the attached garage for the parking of
vehicles inside.
• There needs to be a Knox Box installed.
• He reviews the plans for access of the building, and if the plans change he will
need to re-visit them.
3
