Minutes of Meeting of <br /> Mashpee Plan Review Committee <br /> Held Tuesday, May 7, 2019 <br /> Mashpee Town Hall Waquoit Meeting Room <br /> The preliminary site plan shows there are 15 parking spaces located on both sides of the <br /> building. There is a parking requirement of 34 spaces per the Zoning Bylaw on the <br /> calculations; they will be providing 50 spaces based on the client/owner requirements. <br /> There is also a loading dock facility in the rear of the property which is off of the second <br /> access drive. Trucks will be able to drive in, back in, and drive out onto Evergreen Circle. <br /> There will be no unloading of packaging on Evergreen Circle. It will all be accomplished in <br /> the back of the building of the south west corner. The south end meets the setbacks of 75 <br /> ft. of Evergreen Circle from Rte. 130, and 20 ft. minimum from any vehicles or property <br /> lines. This is not in a Zone 2 ground water protection, or flood zone area. One of the C-3 <br /> requirements to note is that the plan shows a 50 ft. buffer to a residential property. After <br /> speaking to Evan, he said that it was shown incorrectly. It should be measured from the <br /> northern side of Rte. 130 of the residential property line, not the road centerline. That line <br /> will be shifted by another 30 ft.,which doesn't encroach into the site. <br /> The site is flat and there will be some storm water facilities proposed on the western edge <br /> of the property in accordance with the bylaw requirements. There will be an above ground <br /> vegetative basin, and some sub-surface overflow chambers. There is a section for storm <br /> water drainage on the left-hand side. The septic system has not been designed yet, but <br /> the flows will be based on the use approximately 1,000 gallons a day. The system will be <br /> in the rear of the building with the leaching field in an area that is not underneath the parking <br /> area.They will be scheduling perc tests, and will be getting the,final design done within the <br /> next couple weeks. <br /> The site will be fully landscaped with plantings surrounding the parking lot and the building. <br /> There will be some screening for the neighbors on Rte. 130. This is still in the preliminary <br /> stages, and they will incorporate any comments from the committee today into the final <br /> design for the Planning Board. <br /> Charlie polled the committee members for their comments. <br /> DPW: <br /> Catherine Laurent, DPW Director asked if this presentation is preliminary and if they will <br /> be seeking to come back to Plan Review before going to the Planning Board. <br /> Evan answered that a Special Permit application is required for the Planning Board, and <br /> that Design Review and Plan Review is a discretionary advisory session. Based on the <br /> discussions with the Plan Review Committee today will determine if there are items to <br /> address that need to be on the plan before the actual application to the Planning Board. <br /> This session is just a requirement before the Planning Board. <br /> Catherine questioned the following items: <br /> • Will there be accommodations for tour buses onsite. Jan said they are just looking <br /> into the possibility right now. <br /> • Pedestrian or cyclist's onsite. Jan-said probably not too many because it is not <br /> close to any walking areas; most people drive. They do not see that many <br /> pedestrians. <br /> • Is there any requirement of the sub-division plan that would require pedestrian or <br /> cyclist accommodations?There will be a lot of activity at the site, and on Rte. 130. <br /> 2 <br />
