Minutes of Meeting of <br /> Mashpee Plan Review Committee <br /> Held Tuesday, May 7, 2019 <br /> Mashpee Town Hall Waquoit Meeting Room <br /> Charlie mentioned that the C-3 District requires 40% of the property to be left in its <br /> undisturbed natural state. <br /> Town Planner: <br /> Evan Lehrer, Town Planner mentioned the following items: <br /> • The Planning Board may require a more detailed landscape plan as part of the <br /> requirement for the Special Permit. <br /> • The zoning aspect of the Special Permit process complies with zoning and is <br /> required for the building permit. <br /> • The Special Permit application is required prior to construction. <br /> • A comprehensive landscaping plan will need to be satisfactory to the requirement <br /> of the naturally vegetated open area will need 40%of the lot area. Evan suggested <br /> that it might be prudent to review the Cape Cod Commission guidelines. <br /> • The permitwill be under the Light Overlay District which in the C-3, and 1-1 district. <br /> Since this is in the C-3 district, the plan makes good use of the accessory uses <br /> and is designed to accommodate. <br /> • The short side of the building displayed along Rte. 130, and the Planning Board <br /> has the jurisdiction to decide the frontage of the building. <br /> • The architectural design looks great.The other note is to confirm the property line <br /> adjacent to the residential parcel. <br /> • The Planning Board application will require some site lighting that was discussed <br /> at Design Review. Ensure that any site lighting on the building, around the <br /> landscaping, accessory structures, and parking lot area are within the boundaries <br /> of the lot lines, and comply with the zoning bylaw and not throwing.any lighting to <br /> adjacent parcels. <br /> • The Planning Board application will require the lighting scheme and fixtures. <br /> Building Department: <br /> Charlie Maintains, Building Inspector mentioned the following items: <br /> • The sign location should be noted on the lot, and on a revised plan. There should <br /> be no view obstruction. <br /> • Where a lot fronts on routes 130, 151, and 28, that side shall be considered the <br /> front, this site plan meets the requirements for parking on the side and rear. <br /> • The plan depicts the rear as Evergreen and should be designated as the side of <br /> the building. <br /> • The pavilion itself looks like it does not meet the setback requirements. Evan <br /> mentioned that he had a previous meeting with the applicants and Mike was <br /> present and mentioned that the setback for the pavilion should be treated like a <br /> shed which is 5 ft. Charlie said that the footnote is for 120 sq. ft. and a maximum <br /> building height of 12 ft. Charlie did not know what was discussed, but the pavilion <br /> does not meet those requirements. That may be a topic of discussion. <br /> • This project will need to meet the 2015 International Base Code (IBC) with Mass <br /> Amendments and applicable I-codes. <br /> 4 <br />
