Rose Forbes, AFCEC and Nicole Wagner, EA Engineering, Science, and Technology, Inc., <br /> PCB, were present to make the presentation on ordnance storage on Conservation lands <br /> on Back Road. <br /> Rose reviewed the power point presentation on the Military Munitions Response Program <br /> (MMRP) which is only the investigation of closed sites. She described Ordnance 1 and how <br /> it extends off base into several properties: Orenda Wildlife Land Trust, Briarwood Mashpee <br /> Association, Town of Mashpee Conservation, Mashpee Water District and Federal Land. <br /> Mashpee's site is approximately 2.6 acres. A magnetometer survey of the area was done <br /> and nothing was identified. <br /> Rose explained the land use controls. She said they could write a letter every year of the <br /> presence of the site and the potential hazards. They can also conduct an annual <br /> magnetometer survey of the area and install warning signage if the property owner desires. <br /> Nicole explained the Digital Geophysical Mapping (DGM) and stated Mass DEP and EPA <br /> may approve no further action if digital geophysical mapping is conducted across the site. <br /> If no munitions are discovered, AFCEC can close the site and not spend any additional <br /> funds. She noted that significant tree clearing would be necessary to conduct the DGM and <br /> the area would be restored. <br /> The Commissioners discussed the information provided and agreed this should be sent to <br /> Town Counsel for review to be put in an agreement in writing to protect the town and the Air <br /> Force. The Agent stated he will reach out to town counsel and provide him with all of the <br /> information. <br /> The Agent and the Chair thanked Rose for all the work she has helped with on the Upper <br /> Quashnet Restoration Project which has been finalized and signed. <br /> Minutes April 25, 2019 <br /> Motion: Mr. Sweet moved to approve the April 25, 2019 minutes, seconded by Mr. <br /> O'Neil. Vote 3-0-1 with Mr. Smith abstaining. <br /> Discussion: Negative determination issued for project at 0 Simons Narrows Road. <br /> Agent recommends a revocation of Determination of Applicability issued. <br /> The Agent gave a brief background on Simons Narrows Road RDA approved at the last <br /> meeting. He noted this is a privately-owned parcel and the last portion has two sets of <br /> boulders. The applicant came before the commissioners to do some investigation work on <br /> the asphalt of the road layout. Over the years it hasn't been used at all. Not all of the parcel <br /> of the road is in the jurisdiction but part of it is and they wanted to do some maintenance <br /> issues with the dock which doesn't require a permit request to replace planks and railings. <br /> The road slopes down towards the water which is all pavement. The request was to do <br /> some investigation to find out where the road layout is and clear all of the vegetation and <br /> come back to do some drainage improvements. Everything was presented on the plan <br /> which showed erosion control. The commission approved the RDA with the understanding <br /> there would be another request to complete the project. The Agent said he received a call <br /> from a contractor who was at the meeting who was concerned that he thought the road <br /> layout is obvious and they didn't need to do all of this clearing right now.
