Minutes of Meeting of <br /> Mashpee Plan Review Committee <br /> Held Tuesday, May 21, 2019 <br /> Mashpee Town Hall Waquoit Meeting Room <br /> The applicant said; no. Glen was concerned that there will be no dumpster, and <br /> wanted to make sure that there is a licensed hauler for the waste. He asked if the <br /> product will be prepackaged, and if there will be processed packaging. The _ <br /> applicant said there will be no processing of the product other than what is pre- <br /> packaged and given to the consumer. Glen had no other concerns. <br /> Charlie Maintains, Building Inspector <br /> He asked if the applicant knows the AAB requirements for the medical facility <br /> parking. Raul said that the use has been determined for retail. Charlie wanted to <br /> know if there was a different requirement for the medical use. He said that he <br /> reviewed the plan and it looks like there is one space used on the medical side. It <br /> looks. like there are two for medical and three for the retail, and one of the <br /> handicapped spaces is being shared in the front right of the building. Raul said <br /> there are four proposed handicapped spaces,two for the medical, one for the main <br /> customer, and one for employee parking. Charlie asked if the proposed number of <br /> accessible spaces is for the total buildings combined. The required number of <br /> accessible spaces is actually three for the two units. He did not have any further <br /> questions. <br /> Evan Lehrer Town Planner <br /> He had the same concerns about the traffic cueing on Echo Road. He asked if <br /> there were any changes to the fencing around the perimeter, particularly around <br /> the gate house. He wanted to know if the security guard access will be open. Raul <br /> said while the security guard is there the gates are open.There will be an arm gate <br /> that will remain down on the exit lane on the far left of the property. Evan asked if <br /> the arm gate is a statutory requirement. Raul said that the gate will only activate <br /> when a vehicle is approaching to exit. Chief Carline said he is a strong supporter <br /> of that gate. Evan said there are repeat comments regarding the side of the <br /> building being displayed along Echo Road, and the 15 parking spaces along the <br /> front side of the building. Raul said that there are 49 required spaces, and they are <br /> proposing 71; there are 22 extra spaces. Evan said that he would be supportive of <br /> maintaining the existing spaces for the medical dispensary on the right side of the <br /> site, and retaining some parking in the front specifically for handicapped access. <br /> Evan asked if the parking can be satisfied on the left side of the building if the <br /> massing of the building were shifted to the short side of the building. Can the <br /> building be shifted 90 degrees? Raul said there is a minimum 50 ft. setback to the <br /> rear property line. The front setback is 75 ft., and the proposal is for 81 ft. Evan <br /> said he's concerned about the handicapped parking. Charlie said that handicapped <br /> spaces are supposed to be accessible closest and safest to the entrance. He said <br /> there is no entrance on the west side of the building. Raul said that the employees <br /> can access the building in the front. Evan mentioned that the existing building had <br /> employee parking to the rear, and is now shifting toward the lot on the left side of <br /> the structure. Charlie suggested that those parking spaces should be close and <br /> used by disabled individuals purchasing retail as listed in the AAB code. -- <br /> 3 <br />
