Minutes of Meeting of <br /> Mashpee Plan Review Committee <br /> Held Tuesday, May 21, 2019 <br /> Mashpee Town Hall Waquoit Meeting Room <br /> Business name: Best Buy Beverage <br /> Proiect Address: 11 Evergreen Circle (Lot A) <br /> Owner/Agent: Evergreen Energy, LLC (Applicant: Kevin Andrade) <br /> Representative: Raul Lizardi-Rivera and Matt Costa, Cape & Island <br /> Engineering <br /> Request(Commercial Zone: CU Proposed New Building and Site Construction <br /> to provide retail use with office space facility. New building: 9,500 +/- sq. ft. <br /> (footprint and gross floor area). Proposed signage will be in designated space for <br /> signage inroad intersection. (Special Permit from Planning Board). <br /> Matt represented the applicant for a new 9500 sq.ft. building in the new Evergreen <br /> Circle development. The proposed metal 9500 sq. ft. commercial building will be a <br /> bottle redemption center that will have 3000 sq. ft. retail, 2000 sq. ft. of office, and <br /> 4300 sq. ft. warehouse space. He included a site plan, landscape plan, floor plan, <br /> and architectural plans. The building color scheme is a grey, and tan color. The <br /> signage will be on the front of the building and on Rte. 130. The sign style will be <br /> submitted later. The landscape plan will include Japanese hollies, native grasses, <br /> and plantings with a very low impact and maintenance design. This property abuts <br /> a residential zone, so there's a 100 ft. buffer that extends in that area across the <br /> street. The primary access is off Evergreen Circle. <br /> Evan Lehrer Town Planner <br /> This building is in the C-3 district which requires a Special Permit from the Planning <br /> Board. The parking will be on the side and rear. There is a 40% open space <br /> requirement in the C-3 district. Any parcel that abuts a residential property must <br /> have a 100 ft. buffer for any development, and there's a request for 50 ft. waiver <br /> to the Planning Board. If the waiver is granted, the property will have to remain <br /> properly vegetated. The requirement is in the Light Industrial District that was <br /> approved at Town Meeting, and is in a C3 zone, and the building will conform to <br /> Cape Cod Commission Design Guidelines. The guidelines have not yet been <br /> approved by the AG's office yet, so this application cannot be reviewed with those <br /> conditions. He.urges the applicant to seek the architectural guidelines and conform <br /> to those guidelines. Evan said that he is supportive of the project as long as the <br /> other department heads don't have issues with the parking scheme layout and that <br /> the applicant conforms to the open space requirements for Rte. 130, depending <br /> upon if they receive the 50 ft. waiver or not. <br /> Catherine asked Evan which road is considered their frontage? Is it based on the <br /> design of their building? Evan said that in the commercial district, if the building <br /> fronts on two streets, in this case Main St. and Evergreen Circle, the Planning <br /> Board can make the decision which side will be the front of the building. <br /> 7 <br />
