Additional comments included the following; <br /> • Section 5.1.c—The UV light is required if the soil absorption system is 75' or less to the border of <br /> vegetated wetland. Mr. Harrington recommended adding denitrification to that requirement,so <br /> the UV is not installed alone, in which case it would not be effective. His opinion is that 100' is <br /> excessive. The second part to that section is to require all I/A systems meet the 19 mg/L total <br /> nitrogen in nitrogen sensitive areas. This clarifies an issue between the existing regulation and <br /> DEP requirements. <br /> • Section 5.3.a—Monitoring of I/A systems is proposed to be reduced to not require the quarterly <br /> inspection for two years per DEP approval letters. Mr. Harrington asked the board to consider <br /> how they want to handle inspections on the seasonal properties.There is also a recommendation <br /> to put the maintenance of Remedial and General to twice per year with field testing. Mr. <br /> Harrington stated that the current requirement is once annually with field testing. He reminded <br /> the board that, if there is a failure in the field testing, labs are required. Chair Baumgaertel <br /> brought up a concern that any significant change in use, such as a property getting heavier use <br /> as a result of becoming a rental property, can throw these systems out of whack. <br /> • Section 5.3.b—This section changes UV disinfection maintenance and testing from quarterly for <br /> two years to annual inspection and testing,with a required contract. Mr. Harrington stated that <br /> the contract is key. <br /> • Section 5.3.d — Effluent tee filter requirements added. Mr. Harrington asked the board to <br /> consider whether they want to require a contract for these or allow the homeowner to be able <br /> to perform the maintenance. Chair Baumgaertel was of the opinion that a contract isn't <br /> necessary. <br /> • Section 5.3.e—Sets sampling point requirements. Mr. Harrington stated this is important so that <br /> people know where to sample from,which is mentioned in Title V. <br /> • Section 5.3.f— Changes to pressure distribution requirements. Mr. Harrington stated that the <br /> requirement is for annual inspections,which is in Title V. He asked the board to consider whether, <br /> they want to be more restrictive, and Chair Baumgaertel was of the opinion the board should <br /> not. <br /> Members elected to continue any further discussion on this matter until there was a full board in <br /> attendance. <br /> 3. Review and discussion of draft Poultry Regulation. There were no updates or no discussion took <br /> place on this matter. <br /> 4. Review of Marijuana Regulation post review by Town Counsel. Members elected to table discussion <br /> and action on this matter until there was a full board in attendance. <br /> NEW BUSINESS <br /> 1, Approve Board of Health Meeting Minutes. Minutes of the March 21, 2019 and April 4,2019 Public <br /> Session were reviewed and approved without changes. <br /> 3 <br />
