3 <br /> Community Preservation Committee <br /> Minutes <br /> January 24, 2019 <br /> Mashpee War Monument Project—Design Development/Cost Estimates; Ava Costello Mashpee <br /> Historical Commission Catherine Laurent Director of Public Works: (continued) <br /> Plans for this project enhance the existing Veteran's Garden with added flagpoles to represent <br /> the Town flag and Wampanoag flag with the American flag around a new brick-paver area with <br /> winding pathways and benches that would flow to the new memorial site. The veterans <br /> monument wall is proposed to be comprised of three panels set in concrete or a polished colored <br /> concrete with laser etching to depict the names of the Mashpee Veterans organized by conflict, <br /> alphabetically with additional space to add names if necessary. <br /> The monument itself will be visible from Route 130, Main Street. Six bronze sculpted circles <br /> would contain military logos for each branch of service. Several seating benches are planned <br /> near the monument. Additional landscape improvements include flowering trees and shrubbery, <br /> grasses and perennials. New lighting, bicycle racks and trash receptacles as planned. <br /> The total cost of the project is $300,000. Last year, the Mashpee Historical Commission <br /> received grant funding in the amount of$15,000 from the State Historical Records Advisory <br /> Board (SHRAB) to support his project. With the use of SHRAB funding,the total CPA request <br /> for this project phase is $285,000. <br /> It was noted the Department of Public Works will assist with site preparation. In-kind donations <br /> will be accepted. The goal is to complete this project for the 150' Anniversary of the Town of <br /> Mashpee in 2020. <br /> Addition phases are considered in the future. As a tribute to the Mashpee Wampanoag Tribe <br /> there are plans to place a monument or symbol in the memorial area. It is the intention of the <br /> Historical Commission to reach out to the Tribe and to the Mashpee community before any <br /> action is taken. <br /> Members of the Community Preservation Committee voiced support for this project and <br /> recommended that public outreach be conducted to ensure that all names of Mashpee veterans <br /> who have passed would be placed on the monument. With regards to the tribute to the Tribe, it <br /> was recommended that something be selected to unify the Mashpee community. This project <br /> would require a new application to the CPC for funding. <br /> Motion made by Mr. Hyde to amend the previous vote of the CPC regarding this project, <br /> and approve and recommend to the May 2019 Special Town Meeting the amount of <br /> $285,000 for the Mashpee War Monument project as identified. <br /> Motion seconded by Mr. Smith. <br /> VOTE: Unanimous. 7-0. <br /> Roll Call Vote: <br /> Mr. Gottlieb,yes Mr. Hyde,yes Mr. Halpern,yes Mr. Larkin,yes <br /> Ms. Waygan,yes Mr. Harsch,yes Mr. Smith,yes Opposed, none <br />
