On May 2, 2019, the ZBA distributed copies of the complete Petition to the <br /> appropriate Town Departments for review and comments. <br /> 16. On May 15,2019, Scott Carline,Chief of Police submitted an electronic comment <br /> to the ZBA office; "I have not issues with this project." <br /> 17. On May 16, 2019, John F. Phelan, Deputy Fire Chief submitted an electronic <br /> comment to the ZBA office;"The Fire Chief and I reviewed the plans.All concerns <br /> were discussed with the applicant and representatives from J.M. O'Reilly & <br /> Associates. The Fire department is satisfied access and building plans will be in <br /> conformance with 527 CMR 1.00." <br /> 18. On May 16,2019,Evan Lehrer submitted an electronic email comment to the ZBA <br /> office;"I would only note that the Planning Board made a formal vote last night to <br /> transmit the comments of Consulting Engineer Charlie Rowley to the ZBA for the <br /> record. There was some discussion between myself and the Building Inspector <br /> regarding a comment specific to making the access to the two lots conform with <br /> the standards of a street. I think Mr. Rowley makes a fair point in this case. As <br /> designed, easements would need to be granted from one lot to the other and <br /> maintenance and ownership could be challenging. Making it a street and not a <br /> common driveway would equitably distribute maintenance responsibilities among <br /> the two homeowners without the need for easements." <br /> 19. On May 20,2019,Glen Harrington,Board of Health Agent submitted an electronic <br /> comment to the ZBA. "The properties are not in Zone II so they are not <br /> restricted on number of bedrooms. The drainage and driveway plan is <br /> acceptable but a compliant Title V septic design plan has not been <br /> submitted. Floor plans were not provided so they will be reviewed upon <br /> Building Permit submittal. After submittal and approval of Title V plans, a <br /> licensed septic installer will be required to obtain a permit for installation." <br /> 20. On May 20, 2019, Allan B. Isbitz, Chairperson for the Mashpee Affordable <br /> Housing Committee submitted a letter to the ZBA office;"The Affordable Housing <br /> Committee strongly supports the Habitat for Humanity project." <br /> 21. On May 20, 2019, Mary E. Waygan, Chair for the Mashpee Planning Board <br /> submitted an electronic comment to the ZBA office; "In response to the Zoning <br /> Board of Appeals May 2, 2019 request for comment on the above referenced <br /> petition, the Planning Board voted unanimously on May 15, 2019 to submit the <br /> attached report by Planning Board Engineer Charles L.Rowley dated May 7,2019 <br /> (attached to this Decision) for your review. The Planning Board further voted to <br /> recommend that the Zoning Board of Appeals condition any Comprehensive <br /> Permit with the requirement that at least one of the two proposed affordable homes <br /> at 341 Great Neck Road North have local preference for Mashpee residents.Thank <br /> you for the opportunity to comment on this matter as a local board." <br /> 3 <br />
