Board of Selectmen
Minutes
July 8, 2019
Town Clerk Deborah Dami:
Discussion and Approval to Call a Special Election- Mashpee Town Charter Article 3 Section 3-1 (h)
With the recent passing of Selectman John J. Cahalane, a vacancy was created on the Board of
Selectmen. Deborah Dami, Town Clerk recommended the Board call a Special Election on October
1, 2019 to fill the remainder of Selectman John J. Cahalane's term which was due to expire on May
19, 2020. With the Board of Selectmen's approval, the process would open on July 9, 2019 and close
on August 13, 2019.
Motion made by Selectman Cotton to establish a Special Town Election on October 1, 2019 to
fill(1)vacancy on the Board of Selectmen.
Motion seconded by Selectman O'Hara.
VOTE: Unanimous. 4-0.
Roll Call Vote:
Selectman Gottlieb,yes Selectman Cotton,yes Selectman O'Hara,yes
Selectman Sherman,yes Opposed, none
Discussion and Approval of a Change of Town Polling Place:
The Board of Selectmen discussed with the Town Clerk, the possible change of the Town Polling
Place. Discussion followed with respect to the continued utilization of The Christ the King Church as
the Town Polling location. It was noted the use of the Church was initially proposed as a temporary
location for this purpose. Voting is deemed a civic activity that is held at a public place. Candidates
for election should also have the opportunity to meet and greet voters at the election.
Recently, Town Manager Rodney C. Collins received written communication regarding the use of
The Christ the King Church as a polling location. The use of the Quashnet School and Council on
Aging was considered. Deborah Dami, Town Cleric made note of the safety and security required for
the children if the election was to be held at the school. Parking and handicap accessibility is a
concern especially for Presidential Elections.
Motion made by Selectman Cotton to authorize and direct the Town Manager to review options
to Change the Town Polling Place and return with a recommendation at the next Board of
Selectmen Meeting.
Motion seconded by Selectman Sherman.
VOTE: 4-1. Motion carries.
Roll Call Vote:
Selectman Gottlieb,yes Selectman Cotton,yes Selectman O'Hara, no
Selectman Sherman,yes Opposed, (1)
Deborah Dami reminded the Board of Selectmen that a change in the polling place would require
notification to all registered voters. If the polling place is amended, it was recommended notification
be inserted in the annual census to represent a cost savings.
8
