8 <br /> Board of Selectmen <br /> Minutes <br /> July 22, 2019 <br /> COMMUNICATIONS & CORRESPONDENCE <br /> Letter from Albert Montgomery re: Options for South Cape Resort: <br /> Correspondence was received from Albert Montgomery dated May 22, 2019 regarding an approach to <br /> the 950 Falmouth Road affordable housing proposal by acquiring the adjacent Southcape Resort. Mr. <br /> Montgomery has indicated in his letter that a Mashpee representative would be required to express an <br /> interest to the resort trustees for a possible municipal purchase in a fair exchange prior to 2022. <br /> It was disclosed the letter was presented to the Community Preservation Chairman who is the current <br /> Chair of the Board of Selectmen. Due to the magnitude of this proposal, it was determined it was <br /> more appropriate for the Town of Mashpee to consider the proposal as a potential source of affordable <br /> housing. It was also revealed that another gentleman has also discussed this proposal with the <br /> Assistant Town Manager. <br /> Motion made by Selectman Sherman to authorize the Town Manager to speak with legal counsel <br /> and the various stakeholders to review the possibility of this option. <br /> Motion seconded by Selectman Sherman. <br /> VOTE: Unanimous. 4-0. <br /> Roll Call Vote: <br /> Selectman Gottlieb,yes Selectman Cotton,yes Selectman O'Hara,yes <br /> Selectman Sherman,yes Opposed, none <br /> OLD BUSINESS <br /> Discussion and Approval of Dispatch Agreement with the Barnstable County Sheriff's Department, <br /> (Continued from July 8 2019): Town Manager Rodney Collins, Fire Chief Thomas Rullo: <br /> The Board of Selectmen continued discussions regarding the Dispatch Agreement with the Barnstable <br /> County Sheriff's Department with Fire Chief Thomas C. Rullo and Town Manager Rodney C. Collins. <br /> The Fiscal Year 2020 proposed contract for a combined fee for Fire Dispatch and CMED services is <br /> $118,753.42 from July 1, 2019 through June 30, 2020. <br /> Fire Chief Rullo indicated the 14.2% increase is due to the restructuring of wages to retain more <br /> employees, and to create a Training Dispatcher and to create increased supervision. Additional costs <br /> have been allocated to each participating town sharing PSAP and Radio Dispatch. <br /> Additional information was submitted to the Selectmen outlining costs association to the operation of <br /> the communication center in fiscal year 2019 and fiscal year 2020 projected to respectfully depict the <br /> areas of increase. There were no revisions from the contract to lower costs. (enclosure) <br /> Fire Chief Thomas C. Rullo recommended the Board review the contract in advance of the renewal to <br /> allow time for discussions. Town Manager Rodney C. Collins agreed the information should be <br /> submitted to the Board of Selectmen earlier. In considering costs to conduct this function in-house, <br /> the budget submitted by the Sheriff's Department is more cost effective. And, to adhere to time <br /> constraints, the FY20 contract was ready for execution on July 1, 2019. <br />
