9 <br /> Board of Selectmen <br /> Minutes <br /> July 22, 2019 <br /> Discussion and Approval of Dispatch Agreement with the Barnstable County Sheriff's Department, <br /> (Continued from July 8, 2019): Town Manager Rodney Collins, Fire Chief Thomas Rullo: (cont'd) <br /> It was noted the Town of Sandwich has their own dispatch serves merging with the police. The Town <br /> of Falmouth does the same. <br /> Motion made by Selectman O'Hara to approve the Dispatch Agreement; Conditions and <br /> Operating Policies for the Operation of a Communications Center for the Town of Mashpee by <br /> the Barnstable County Sheriffs Office from July 1, 2019 through June 30, 2020; Combined Fee <br /> for Fire Dispatch and CMED Services for Fiscal Year 2020: $118,753.45. <br /> Motion seconded by Selectman Cotton. <br /> VOTE: 3-1. Motion carries. <br /> Roll Call Vote: <br /> Selectman Gottlieb, no Selectman Cotton,yes Selectman O'Hara,yes <br /> Selectman Sherman,yes Opposed, (1) <br /> Discussion and Approval of Change of Polling Place for May, 2020 Elections: <br /> (Continued from July 8, 2019): Town Manager Rodney Collins: <br /> Deborah Dami, Town Clerk and Patricia DeBoer, Superintendent of Schools were in attendance to <br /> review the possible change of the polling place from The Christ the King Church. <br /> Town Manager Rodney C. Collins indicated he has had discussions with the Superintendent of School <br /> regarding the polling location at the Quashnet School. Appreciation was given to Ms. DeBoer for her <br /> professionalism and desire to ensure the critical need for the safety of the students and staff members <br /> if voting was to return to the school. <br /> It was the recommendation of the Town Manager to hold the Special Election slated for October 1, <br /> 2019 at The Christ the King Church due to the timeline. In 2020, a plan would be developed to <br /> construct a vestibule at the Quashnet School. This is not new as the concept was initially developed <br /> within the Quashnet School plan. On the presumption the Quashnet School vestibule is constructed, <br /> this would completely segregate those coming into the school to vote. The new entrance would <br /> eliminate the breach of security with added police detail to ensure safety from the start to finish of <br /> polling. There would be no interaction between the voters and the school. <br /> Ms. DeBoer indicated that personally and professionally she is opposed to voting at the schools. <br /> However, after discussions with Town Manager Collins to ensure the safety of the students and staff, <br /> she is receptive to the change. With the State Primary on March 3, 2020, it is the recommendation of <br /> the Superintendent of Schools to move the School Professional Day from March 20, 2020 to March 3, <br /> 2020. This would eliminate students and staff members in the building. In addition Ms. DeBoer <br /> stated with a vestibule,the Recreation Department would not require a monitor when utilizing the <br /> building. There is also a need to ensure the day before the election is not disruptive to the schools, and <br /> additional police presence may be required in a hectic parking lot. Ms. DeBoer also stated she is <br /> supportive of Town Manager Rodney C. Collins and his goals. The May election would then be the <br /> first conflict to resolve. <br />
