Thereafter, on May 6, 2019, the Mashpee Special Town Meeting, pursuant to Article 12 <br /> ®f the warrant and upon recommendation of the CP,C, voted to "to appropriate and <br /> transfer the sum of $400,000 from the Community Preservation Fund Historic <br /> Preservation Reserve, in accordance with the provisions of M.G.L. Chapter 4413 §5, for <br /> the purpose of funding the Mas pee Parsonage Restoration Project including any <br /> necessary costs and expenses related thereto as recommended by the Community <br /> Preservation Committee, said sum to be disbursed subject to and contingent upon prior <br /> execution of a Memorandum. of Understanding between the fund recipient and the <br /> Board of Selectmen establishing milestones for full Project funding and a schedule for <br /> release of the subject appropriated CPA funds in relation thereto, A counterpart to this <br /> MCU is, required prior to the release of the additional appropriated CPA funds in relation <br /> thereto, and, further, subject to the recording of a Preservation Restriction to assure that the <br /> subject historic property's intrinsic values will be preserved through any subsequent <br /> ownership by restricting the demolition or alteration of its significant historic features, all <br /> as recommended by the Community Preservation Committee", <br /> The CPC in its deliberations regarding the aforementioned vote to approve CPA funding <br /> of the Project, noted the historic significance of the Parsonage and emphasized the need,to <br /> afford predetermined public access to the Parsonage, which public access shall be detailed <br /> in a supplemental MOU in consideration of the commitment of Town funds to its <br /> preservation., <br /> Accordingly,, in fulfillment of the express conditions of the CPC recommendation and <br /> Town Meeting vote appropriating the subject CPA Funds for the Project, the Pat-ties agree <br /> as follows. <br /> IV. FINDINGS <br /> A. The Massachusetts Cultural Council awarded a Feasibility & Technical Assistance <br /> Grant from the Cultural Facilities Fund, which is a matching grant, of$30,0�00. to <br /> the MOIMHA, a non-profit organization founded by and affiliated with the Mashpee <br /> Wampanoag Tribe (a federally recognized Indian tribe). <br /> B. For the Feasibility & Technical Assistance Grant to be drawn down, the Mass <br /> Cultural Council requires assurance that the MC IM is able to match the funds <br /> awarded. <br /> C. The Board of Selectmen, on behalf of the Town, is authorized to determine terms and <br /> conditions for the release of the CPA funds appropriated for the Prof 1 ect, and the <br /> 0 <br /> Board is committed to providing at this time $30,000.00 (the "Matching Funds") to <br /> fulfill the matching requirement in accordance with the terms hereof <br /> D. The Parties desire to enter into an agreement to formalize the understanding related to <br /> the above-cited Matching Funds between the Parties. <br />
