Architect Tighe asked the Trustees if their concerns were solely about building appearance, or <br /> did it extend further to the proposed program generally. Chairman Gottlieb clarified that their <br /> concern was only about buildings' massive appearance and they did not have issue with other <br /> parts of the proposed program. The Trustees expressed their confidence in the ability of <br /> POAH/HAC to secure the necessary financing and complete construction, as well as to manage <br /> the project successfully over the long term. The Chair concluded his report on the Trust meeting <br /> by saying that the architect had agreed to return to the next Affordable Housing Trust meeting <br /> with an improved scheme, in light of the expressed concerns. <br /> lblr. Abbott suggested the possibility of a letter being sent from the Affordable Housing <br /> Committee. Mr. Abbott noted that the Committee also had discussion regarding shortcomings in <br /> building design elements. The Chair indicated that members of the Trust had already suggested <br /> that POAH change the fagade in order to break up the structure and address the massiveness of <br /> the buildings. Mr. Abbott again recommended drafting a letter from the Committee to identify <br /> the areas for improvement and the Chair agreed to develop a draft. Among the issues, Mr. <br /> Abbott suggested be included were(1)the"boxy" and massive appearance of the buildings, (2) a <br /> small community room with challenging access, (3)the need to address solar options and (4)the <br /> addition of sprinklers. The Chair suggested that the Town Planner likely addressed some of the <br /> issues with the proposer and Mr. Johnson agreed that they would have to meet Mashpee's <br /> building codes. <br /> MOTION: Mr.Abbott made a motion to put together a letter to POAH expressing interest <br /> in the four points. Mr. Johnson seconded the motion. All voted unanimously. <br /> There was further discussion regarding the timeline for the project. It was suggested that it may <br /> take two to three weeks to address concerns about the appearance of the design, but once revised <br /> to satisfy the Board of Selectmen, a vote would have to be taken by the Board. Laura Shufelt <br /> should be contacted to assist the Trust with the proper construction of the resolution under <br /> Chapter 30B,the state procurement law, designating the developer, which must be based on the <br /> proposal submitted. <br /> 243 Cotuit Road-There was no update <br /> Mashpee Commons Chapter 40B Project-Paul Niedzwiecki, representing Mashpee <br /> Commons, indicated that Mashpee Commons would be pursuing a Tri-Party Agreement with the <br /> Town of Mashpee and the Cape Cod Commission, with discussion occurring over the next <br /> couple of weeks. The matter would not be a consideration for October Town Meeting, but a <br /> Notice of Intent would be filed with the Cape Cod Commission. Mr. Niedzwiecki expected <br /> negotiations to take place during the fall, to be ready for the spring Town Meeting, and <br /> consideration of how best to achieve form based design, with agreement among the parties <br /> involved. Mr.Niedzwiecki confirmed that they had been in contact with the Town Manager and <br /> would be following up with the Town Planner and the Planning Board. Mr. Niedzwiecki <br /> suggested that, if done right and comprehensively, Mashpee Commons could address housing <br /> issues, improve the economy and address wastewater issues. <br /> 2 <br />
