Minutes of Meeting <br /> Plan Review Committee <br /> Tuesday, July 16, 2019 <br /> There are certain landscape requirements such as trees within the parking <br /> area that is not practical so the tree planting will occur in the buffer zone <br /> areas of the project. There is also a bike path that is planned along the front <br /> and will have to be coordinated with the Town and take the particular steps. <br /> There is also variance relief requested relative to the treatment of the <br /> surface drainage. The State has certain requirements that call for the <br /> location of drainage swale basins that are naturally vegetated on the site. <br /> There is no room to do that, and will be presented by the Chris King, <br /> Engineer to explain that, and the Ground Water Protection District that runs <br /> through the middle of this lot. There are limitations on the types of uses <br /> because of this district. <br /> It's a single use retail building that is allowed in this zoning district. There <br /> are 35 parking spaces, two are which handicapped spaces. The limitations <br /> that are present for Variance relief largely revolves around that it boarders <br /> on two sides by streets which require certain setback criteria. <br /> Glen Harrington, Board of Health. <br /> A couple of points on the septic system. He said that the Board of Health <br /> has regulations that require the reserve area be built at the time of <br /> construction. There are valves in between the two primary reserves to <br /> switch back and forth especially where this is under pavement. He saw the <br /> dumpsters have enclosures. The design data shows the design flow is office <br /> for retail. If using the 50 gallons a day per 1,000 sq. ft. but it's labeled as <br /> office, which is 75 per thousand, this needs to be revised because if there <br /> is any administrative office use, this needs to be included in the square <br /> footage. As long as the amount stays below the 600 regulation there will be <br /> no need for a denitrification. There needs to be subsurface disposal of the <br /> storm water runoff, and there is no issue as long as it meets the calculations <br /> there is no issues. He asked if a slab construction to look at the leaching <br /> will be 10 or 20 ft. setback. The use is fine. <br /> Evan Lehrer: <br /> He will repeat many of the comments already made. He is in agreement that <br /> there are unique constraints on this particular parcel. Given a paper road <br /> that does exist, it was correct to apply for variance relief. He said despite <br /> the challenges on the site, the question always asked is there potential for <br /> development that would be compliant to the zoning bylaw, and he thinks the <br /> answer is maybe because what is proposed is a 9900 sq. ft. building. He <br /> doesn't think that this size building is appropriate for this site. <br /> 6 <br />
