5 <br /> Community Preservation Committee <br /> Minutes <br /> June 20, 2019 <br /> Catherine Laurent Director of Public Works <br /> Proposed Title: Ockway Bay Boat Ramp Improvement Project Phase IL• (continued) <br /> It was noted that previously shells were stored in the parking area at the Ockway Landing for the <br /> Shoestring Bay Oyster Reef Restoration project, a collaborative effort between the Town of <br /> Mashpee and Wampanoag Tribe. There was an issue with odor and it is hopeful the shells would <br /> not be stored within the parking/storage areas, at least not for a long term. Results of the <br /> aquaculture project should determine future plans. <br /> Motion made by Mr. Halpern to approve and recommend the continuation of the Ockway <br /> Bay Boat Ramp Improvement Project Phase II in the amount of$40,000 to the October <br /> 2019 Town Meeting. Funding would derive from the 10% Open Space/Recreation Reserve <br /> Account of the CPC. <br /> Motion seconded by Ms. Waygan. <br /> VOTE: Unanimous. 6-0. <br /> Roll Call Vote: <br /> Mr. Gottlieb,yes Mrs. Thayer,yes Mr. Halpern,yes Mr. Larkin,yes <br /> Ms. Waygan,yes Mr. Harsch,yes Opposed, none <br /> Christine Marano <br /> Proposed Title: Acquisition of 12 Cypress Circle: <br /> Christine Marano was in attendance to discuss her application to fund property identified as <br /> 12 Cypress Circle, Mashpee as shown on Assessors Map 21, Parcel 33, land comprised of 1.2 <br /> acres for the siting of affordable housing. <br /> The lot has frontage on Cypress Circle and on Fox Hill Road. It also abuts the Mashpee <br /> Wampanoag Rod & Gun Club. Mrs. Marano indicated she discussed the possibility of the Town <br /> of Mashpee purchasing the property for the development of affordable housing with Evan <br /> Lehrer, the Town Planner to address the critical need to increase the supply of affordable housing <br /> in Mashpee. <br /> Mrs. Marano recently had the wooded and vacant lot cleared and a percolation test was <br /> conducted. The cost to the homeowner for the land clearing was $3,000 and the cost of the <br /> percolation test was $5,000. The test results were deemed off the charts. The lot was noted to be <br /> one of the best as seen by the engineering firm to locate a 10 bedroom home or to construct 4 <br /> units if desired. <br /> When asked why Mrs. Marano has preference to sell the property to the Town versus the open <br /> market, Mrs. Marano indicated she would be required to reconstruct the road, and due to lack of <br /> funds the seller is unable to proceed with this option. Road construction is estimated to cost <br /> $24,000 and it is required to be completed before the release of the covenant. It was noted the <br /> property is subject to a covenant dated March 1, 1972 which prohibits the sale of the lot or the <br /> issuance of a building permit on the lot until said covenant is released by the Planning Board. <br />
