Raul Lizardi-Rivera,from Cape and Islands Engineering, introduced himself for the record,stating that the <br /> project is for a second upgrade to the system at this dwelling. The original cesspool was deemed to be in <br /> failure in 1993. A Title V inspection for property transfer showed the leaching within 18"of groundwater. <br /> A leaching system that provides 4' separation to groundwater is being proposed for the same location. <br /> The plan also proposes to keep it as a bed system, and to raise the grade slightly so the driveway remains <br /> functional. <br /> Mr. Harrington stated that the dwelling is reported to be a legal two-family. The question is whether or <br /> not the existence of the two-family requires a second compartment tank, or whether the one tank septic <br /> system with the two-family dwelling would be grandfathered based on the prior approval. There is a <br /> letter in Building Department files that indicates the property was approved to be developed as a two- <br /> family. The environmental code at the time did not require a two-compartment tank. Mr. Harrington <br /> reminded the board that,when approving a variance to groundwater, board members can set conditions <br /> and, in this case,the condition can be the addition of a 1000 gallon septic tank as a second compartment <br /> prior to the pump chamber. <br /> Matthew Costa, of Cape & Islands Engineering, stated that the property is a legal two family, and there is <br /> a Certificate of Compliance on the old system,effectively approving the tank for the multi-family dwelling, <br /> as well as a new inspection that did not fail the tank. Mr. Costa felt there was no mechanism tripping the <br /> upgrade of tank, stressing to the board that it was entirely at their discretion, and that a second tank <br /> would be an additional expense for property owner. Chair Baumgaertel stated that, regardless of the <br /> history of the property, the board has to give consideration to the fact that it is a two family, which <br /> requires a two compartment or tanks in series. Mr. Costa then requested that the second compartment <br /> be a condition of approval, and stated he would be submitting revised plans immediately, as there is a <br /> closing scheduled on the property at the end of the month. There was a brief discussion about thrust <br /> blocking and everyone agreed that it would not to be necessary at this location due to size of pump. <br /> At Mr. Costa's request, approval would be for a two-compartment tank that will meet the requirements <br /> for 100%capacity with 24-hours reserve for the pump chamber. <br /> There being no further comments or discussion, Laurel Almquist moved to approve the plan as variance <br /> for 256 Monomoscoy Road with the condition that a two-compartment tank be added that will meet the <br /> requirements for 100% capacity with 24-hours reserve for the pump chamber. Motion seconded by <br /> Mallory Langler. VOTE: Unanimous(3-0). <br /> 7:25—22 Bright Coves Way <br /> Mr. Harrington commented that the existing septic system at this address failed inspection. The proposed <br /> system is for four bedrooms, consisting of the existing 1500 gallon septic tank, and a proposed pump <br /> chamber to an off-center shaped 20'x 30'SAS, utilizing pressure distribution. The plan is before the board <br /> due to several variances, including a request to drop the proposed SAS one foot closer to groundwater <br /> than required. <br /> Raul Lizardi-Rivera stated that this is a system that was upgraded from a cesspool in the mid-1990's. It is <br /> a gravity system with leaching within 2' of existing groundwater. Based on the tie card for the existing <br /> system, it appeared to have been partially installed in the road layout. Requested variances are: 1) 1' <br /> variance from separation of pressure dose bed system to groundwater; 2) variance to foundation from <br /> 10'to 6'; 3)variance for cellar wall from 20' to 4';4)variance for pump station to foundation from 10'to <br /> 3'; and 5)variance to street sidelines from 10'to 2'.
