support it or the permits to allow it. Matt Kennedy works for a company called Converge. It's a <br /> private equity group,the problem is they are in in for profit. It's 5-10 years away under the best of <br /> circumstances for them to build something. The towns could get together and create a district, but <br /> still problems with land and you'd need pumping stations along the way, which means tanks, and <br /> other things. The deck is stacked against that. After 20 years of working on this, all other ways <br /> have been investigated. We're out of options. We're a ticking time bomb with our estuaries. The <br /> cycle time is critical. It's going to take us 2-5 years even if tomorrow morning we could start. It <br /> takes a couple years to even see a difference/improvement in the Mashpee watershed. Those are <br /> the issues and they can be read on the Town's website. <br /> Ken Dunn: How long have you been in Mashpee? <br /> Anne Malone: 3 years. <br /> Ken Dunn: Full time? <br /> Anne Malone: Yes. I'm here and reachable. I've read a lot about this. <br /> Tom Fudala: The Town actually paid for a draft wastewater management plan in 1989. They <br /> looked at all options and that study said a centralized plant was a very bad idea because all the cost <br /> was in the collection system. A lot of the selectmen now have no memory of that. Some of us <br /> have been working on this for 35 years. <br /> Ken Dunn: I felt that way at the last meeting with GHD. <br /> Tom Fudala: We got town funding in 1999, Gottlieb said we should go for a zero interest State <br /> Revolving Fund loan, but that tools 3 years. Didn't get started until 2001. After 1 year they said <br /> to hold off until they finished the estuaries program for the state. That took until 2007. So things <br /> take time. In order to get zero interest State Revolving Fund money, we have to have a Town <br /> zoning bylaw that is a growth neutral. That will have to go to a Town Meeting before we can even <br /> think about getting that State money. <br /> Brad Pittsley moved to recommend the Board of Selectmen appoint Anne Malone to the <br /> Sewer Commission. Joe Lyons seconded. All in favor. <br /> Voucher approvals None. <br /> Any news regarding existing or potential private WWTPs <br /> Other items: <br /> - Mashpee Clean Waters committee on-line discussions. 11/5/19 re: existing WWTPs <br /> - Selectmen schedule of meetings on wastewater. The next Selectmen's meeting is November 25, <br /> 2019. There is also one on December 9, 2019. <br /> Other items not reasonably anticipated by the Chair <br /> -Roll Call vote to add an item to the agenda per Tom Fudala regarding an email he received from <br /> Andy Gottlieb asking for the Commission's stance on a betterment policy. All in favor, item <br /> added. <br /> Tom Fudala said it has always been the Commission's position that we would not charge any <br /> betterment, the problem is that everyone in the watershed, meaning everyone in the town should <br /> be paying for the capital facilities through bond issues. In effect we would be punishing the <br /> people who are unlucky enough to live in the area that we run sewer lines by. They are already <br />
