Minutes of Meeting of <br /> Mashpee Plan Review Committee <br /> Tuesday, December 17, 2019 <br /> When the site was originally built and used, parking was scattered. Parking does <br /> extend to the property lines. There is a building in the middle of the site that will <br /> eventually be removed. There are a couple of sheds on the site, and a bathroom <br /> shed that have been upgraded. The bulkhead has been completely reconstructed, <br /> and that has been the subject matter of review by the Conservation Commission. <br /> The proposed parking area will not be paved; it will be gravel as it's been in the <br /> past. <br /> Scott Carline had no comments. <br /> Evan commented that this project is a proposal to raze and demolish a building, <br /> and increase parking and everything else remains. Mr. Kirrane said; yes, there's <br /> an application for a Special Permit filed with the ZBA. The original permit is limited' <br /> with the number of boats, so an application for.a modification was filed to allow to <br /> increase the number of boats and demonstrate that there will be enough parking <br /> for those boats on the site. He said that there are special material and spikes that <br /> can delineate where the parking spaces are located. Everything else has been . <br /> done, and was approved by the Conservation Commission. The larger building will . <br /> be taken down, and will accommodate more parking as needed. There have not <br /> been any issues thus far. <br /> Evan asked Matt Costa for his comments on improving the existing surface and to <br /> explain the area of the waterway. Matt said that the project was a pre-existing plan <br /> prior to the waterfront work. The boat ramp was located in the center of the <br /> property, and a boardwalk that was on top of the bulk head with a shed. There.Vas <br /> approval to construct a new boat ramp, a new wash pad, a new bulk head, and <br /> reconfigure the pier, and the dredging. Most of the shoreline has been completed <br /> in the first phase of the dredge. The two existing sheds and the bath room have <br /> been relocated. There's a boardwalk being proposed to construct with a shed that <br /> will have office space, and boat owners to check in and get to their slips. This has. <br /> not been constructed yet. Excluding that area, all of the other shoreline work has <br /> been done. The landscaping behind the bulkhead, and the surface preparation of <br /> the site work has not been completed yet. The dredging project is still in progress. <br /> Part of the dredging project includes the reconfiguration of the marina. <br /> The plan has been approved with a Chapter 91 license. But in order to reconfigure <br /> the marina,'the dredging must continue which is very labor intensive and will take <br /> time. The second phase will include the slips. Most likely next year is when the <br /> larger building will come down. This will include improvement of the parking lot <br /> work in with the dredging. Matt said for phase two the project will be to complete <br /> the dredge,take the building down, move the material on the site, handle, manage <br /> remove the material once the dredge is complete, and rebuild the parking lot with <br /> the new surface. <br /> Evan said that the modification is the slips reconfigurations, and the Chapter 91 <br /> license. Matt said everything from the mean high water and out is done, and was <br /> approved and permitted. He said that he needs clarification on the allowable <br /> number of slips. <br /> 3 <br />
