One is the <br /> existing shed next to the mobile bathrooms. The other- is the shed with the ramp <br /> that will have people coming and going. That was built without a permit. It's not a <br /> shed, it's a business use group. This is.also in the velocity, and high flood hazard <br /> zone. Charlie said he needs to find out if these sheds were built to code in that <br /> respect. In regard to the parking, 5.1 CMR requires handicapped parking <br /> accessibility. Matt said there are handicapped spaces located on the proposed <br /> plan. <br /> Tim said that a year ago year at this time, the permits were issued for the Chapter <br /> 91, and the Army Corp of Engineers for the dredging. The project consisted of <br /> wrapping up the bulk head, dredging, and the board walk area. The ramp and the <br /> existing shed area were not complete. Tim said he spoke to the Conservation and <br /> Building Department asking if he required a permit to order sheds to replace the <br /> existing sheds that would be demolished. He was told by someone in the Building <br /> Department he didn't require permits for the sheds. He was told that the she <br /> required anchoring systems. Tim said that one of the sheds is for storing tools. <br /> Charlie said a tool shed does not require a.building permit if it's 200 sq. ft. or less, <br /> but does require a Zoning Compliance Form. Charlie said that the 12 ft. x 20 ft. <br /> structure is not considered a shed; the use description for a shed is storage. In this <br /> case,the structure is considered a business use group and does require a building <br /> permit.An engineer would be required to verify that the ramp and board walk meets <br /> the building code requirements in a high hazard flood zone for a commercial <br /> operation. A registered design professional should submit a narrative with a set of <br /> plans for this building because it's accessible to the public. <br /> Charlie asked if there was a mechanical lift attached to the boat ramp for <br /> handicapped individuals to access their boats. He asked if the business was public, <br /> semi-public, or private. Tim said it's a private marina. Charlie mentioned that the <br /> bathroom may require an inspection by the plumbing inspector if employees and <br /> boat owners at the marina are using that bathroom. Also.there needs to' be <br /> handicapped accessibility for the bathroom. Charlie said he needs to confirm the <br /> requirements especially because these structures are in a flood hazard zone. <br /> Charlie advised Tim to speak with the plumbing inspector regarding the bathroom. <br /> 'Attorney Kirrane said that this marina has existed for-quite some time, and the lot <br /> pre-dates the regulations being discussed relative to the accessibility. Charlie <br /> said that'the building is new, and it's the use that has to meet the requirements. <br /> Charlie said that it would be best to have a discussion in the Building Department <br /> independent of this meeting. <br /> 4 <br />
