Data Base Map Review, Review of 5 Previous Scenarios and Initial Work on Developing 1 or 2 New <br /> Plan Scenarios <br /> Consultants, vendors and CAC members were invited to sit at the conference table to review the planning <br /> maps and materials. Chairman Fudala reviewed information from the last meeting, noting that the east <br /> side of Mashpee offers a potential location for discharge under the Willowbend Golf Course with support <br /> from Willowbend. Wastewater could be transported to the Transfer Station.Site(Site 4)located.in the <br /> neighborhood, and would involve the west side of Santuit Pond, the South Sandwich Road area and the <br /> Sunset Strip neighborhood and down Noisy Hole and Mashpee Neck. Mr. Gregg noted that a GHD <br /> scenario considered Barnstable and suggested the possibility of incorporating their flow into Willowbend <br /> or Site 4. The Chair responded that the site would be available if Barnstable wished to coordinate an <br /> agreement. The Chair reported that two small plants are located in the area. Stratford Ponds plans to <br /> remain on their own but may consider relocating and rebuilding their plant which could allow for the <br /> incorporation of other neighborhoods. In addition,the Cotuit,Meadows 40B treatment plant is under <br /> construction and will tie in a 90-bed nursing home located on Route 28 and possibly Shellback Place, an <br /> office complex, creating a small cluster in the eastern part of the town. The Chair also reported that a <br /> treatment plant for Tribal Council housing will be built on Meetinghouse Road and will be required to tie <br /> in others due to DEP's rules for no net nitrogen. The Chair suggested that properties along Meetinghouse <br /> Road up to Town Hall may be eligible for tying in. Chairman Fudala noted that if the PRB at Pirates <br /> Cove is not successful, the area could also be tied into the treatment plant. <br /> Mr. Gregg questioned the availability of a map depicting the suggested plan and the Chair agreed that a <br /> GIS map would be helpful. Mr. Gregg offered to create an overlay if the Chair could provide the <br /> information. Mr. Howes expressed interest in receiving a copy. Chairman Fudala emphasized that the <br /> plan is an early concept version. <br /> Chairman Fudala pointed out that the other topic of discussion included taking advantage of the discharge <br /> area potential at New Seabury because it does not enter the bay_ The New Seabury location offers 1 <br /> million gallons of potential discharge, but it will depend upon the willingness of New Seabury. The Chair <br /> also referenced the concept of an effluent discharge pipeline that would transport treated effluent from <br /> Mashpee Commons, South Cape Village and Windchime Point to New Seabury. The Chair noted that <br /> there are some areas of New Seabury located in the bay watershed, such Bright Coves and Summersea <br /> that may require sewering. Popponessett Beach, although dense and located in Zone 2, may not require <br /> sewering since it does not flow into the bay. The Chair discussed upgrading systems on Popponessett <br /> Island. Mr. Howes added that de-rites would be appropriate for the island because of its seasonality. <br /> Mr. Gregg suggested that areas falling outside of the watershed should still be addressed with a plan to <br /> determine how issues will be addressed or how capacity will be picked up. Additionally, Mr. Gregg <br /> recommended that if town residents are being asked to share in funding a plan, the plan should be <br /> comprehensive. The Chair stated that it does not impact the bays but Mr. Howes agreed with Mr. Gregg <br /> noting that sewering may be needed for other future reasons and could be planned for a later phase. <br /> Chairman Fudala noted that the Highwood area is low density with one acre lots but that Greensward and <br /> other areas may require more research about what is in the area of the Water District's wells. Section 5 in <br /> New Seabury is expected to be tied into their own treatment plant, along with areas around Popponessett <br /> Inn and areas located near the plant itself. The Chair questioned how to address areas that are not <br /> expected to be tied into the New Seabury plant, adding that the current treatment plant will not allow for <br /> expansion. The Chair questioned utilizing the Keeter Property to build a municipal plant or consider <br /> rebuilding or expanding the plant at New Seabury that currently has a need of 200,000 gpd of flow but <br /> has been permitted for 300,000 gpd. The excess 100,000 gpd will not fulfill all of the needs in New <br /> Seabury. Mr. Gregg questioned what the plan for Section 5 called for and the Chair responded that it <br /> 5 <br />
