Mr.Harrington commented that,on June 18,2020, <br /> the Board reviewed a septic variance to allow the proposed buildings to be built on or within a <br /> setback to the existing septic systems. it ended up that no variance would be necessary, but the <br /> Internal workings of the proposed space was not discussed. Mr. Harrington requested that the <br /> Board review the building permit, for the purpose of understanding the recreational marijuana <br /> retail sales process in the new"temporary" structures. On June 27, 2019,the Board reviewed a <br /> larger addition of 7,400 SF to the existing medical marijuana facility for the recreational marijuana <br /> facility. Triple M will also be applying to the Board of Health for their recreational marijuana <br /> permit in the future. The Board would not otherwise see this request for the additions except at <br /> time of permitting of the retail recreational marijuana permit. Mr. Harrington wanted to review <br /> the security, loading, and internal flow of the patrons at the temporary facility with Board <br /> members prior to approving the building permit. <br /> Raul Lizardi-Rivera, of Cape & Islands Engineering, introduced himself for the record as <br /> representing the applicant. John Connell,the architect for the project,was also introduced. Mr. <br /> Rivera stated that this project was presented as Title V variance a month prior; however, there <br /> was no discussion of the temporary wings that were to be added to the front and the back of the <br /> existing building. Those temporary additions are proposed to be used until the permanent main <br /> addition is constructed and functional, at which time the two temporary wings would be <br /> demolished. Mr. Harrington asked if loading was going to be done at the back of the building and <br /> Mr. Connell answered in the affirmative. Mr. Connell shared the site plan with the Board. He <br /> reviewed the floorplan, explaining the flow of traffic and customers. In response to questions <br /> from Mr. Harrington, Mr. Connell answered that new security and card readers are being added <br /> for each of the entry doors, and every space is controlled by security. The waste area is staying <br /> the same. <br /> Mr. Harrington asked what the approximate buildout time was for the permanent addition, and <br /> Mr.Connell answered that 24 months is the prudent answer. He stated that these structures are <br /> designed to go up very quickly, so it could be as little as 12-18 months, but there are many <br /> unknowns. Mr. Harrington inquired about the status of the state recreational permit, and <br /> Jonathan Herlihy, co-founder and CEO of Triple M, stated that they had submitted and received <br /> approvals from the Cannabis Control Commission and the Town of Mashpee for recreational use. <br /> The application for a recreational permit from the Board of Health had not yet been submitted. <br /> Ms. Warden asked why so many cubicles were designed in the additions, and Mr. Connell <br /> answered that there will be a lot going on in the facility,with very stringent security requirements <br /> for keeping product and populations of people separate.
