3 <br /> Board of Selectmen <br /> Minutes <br /> May 4, 2020 <br /> OLD BUSINESS <br /> Update Discussion and Possible Action Relative to COVID-19: <br /> In accordance with the Governor's directive facial masks are required to be worn in grocery stores, <br /> pharmacies, in taxis and similar services including MA transit. Refusal of this mandate will decline <br /> entry into essential businesses, and in accordance with the enforcement of Chapter 111, §30 a civil <br /> fine of up to $300 shall be issued for such violations. <br /> In reviewing general business matters, Town Manager Rodney C. Collins indicated the Town of <br /> Mashpee will continue with the selection process for summer staffing. This includes the <br /> employment of four seasonal laborers to the DPW, a reduction of two employees from last year and <br /> beach attendants. There are no plans to staff the summer recreational camp during the summer of <br /> 2020. The 150t" Anniversary celebration is anticipated to be postponed as well as the Annual <br /> Community Picnic/Fireworks at the Mashpee High School. <br /> With regards to the recreational camp it was agreed the Town would communicate with the families <br /> who have participated in this activity as well as providing advance notification to the public for <br /> alternative scheduling. <br /> Notification of the Town Election was conveyed to the voters via the Reverse 911 System. Citizens <br /> who did not receive the automated message would be requested to contact the website of the <br /> Mashpee Police Department under their blackboard connection to register for the Reverse 911 <br /> message system. Voters are also encouraged to mail-in an early Election ballot. <br /> Discussion and Approval of Short Term Rental Registration Fees: Health Agent Glen Harrington: <br /> Glen Harrington, Board of Health Agent participated remotely to review his memorandum of <br /> March 20, 2020 regarding the Short-Term Rental Registration Fee proposed initially to bring the <br /> on-line vacation rental properties into similar compliance with motels already receiving permitting <br /> from the Board of Health. <br /> To conform to the Board of Selectmen's request to ensure the individual categories of rental units <br /> are covering costs for the rental program Mr. Harrington listed the expenditures for the program and <br /> defined the categories of the rental units to bring forth a recommendation for fee categories. <br /> Expenses related to the short term rental program include the Code Compliance Inspector and <br /> Short-term Rental Compliance Company. Offsetting items include the Lodging excise tax which is <br /> collected by the State. A portion of the proceeds is forwarded to the Town of Mashpee to cover <br /> registration and inspection services. <br /> The categories of rental units include; timeshares, condominiums, apartments, single family homes, <br /> cottages, individual rooms in lodging houses or private homes of which sober homes are exempt, <br /> manufactured homes, and trailers in trailer parks. Currently,the rental properties consist of 566 <br /> rental units with 95.3% from single family homes/condominiums/apartments. <br />
