4
Board of Selectmen
Minutes
May 4, 2020
OLD BUSINESS
Discussion and Approval of Short Term Rental Registration Fees: Health Agent Glen Harrington:
(continued)
Mr. Harrington outlined the proposed fee schedule per category as follows;
Timeshares &Multi-Unit Commercial Properties $300 -proposed
(Seamist, South Cape Resort, Cape Holiday Estates & Mashpee Commons)
Single Family Home (rented as a whole rented unit) $100
Individual Room Rented per Bedroom $25
Single Family Home w/Accessory Rental Units $100 for SFH, $5 0 per ARU
Manufactured Home (per trailer) $100
Any rental unit not covered above Fee set at discretion of BOS
$300 cap per property -proposed
The above referenced fee schedule is recommended as an annual fee to cover all units - $300.
The single family home fee is the same rate used for hotels.
Compliance in terms of health sanitary codes is the basis for the inspections as per the bylaw.
Discussion followed with respect to the categories and proposed fee schedule in terms of equity.
With regards to timeshares and multi-unit commercial properties it was noted that Mashpee
Commons rents 2 to 3 units on a short term basis. The majority of units are long term rental units.
Seamist, South Cape Resort and Cape Holiday Estates have multiple rental units that are inspected
twice per year. The units are essentially the same. As a result of the cookie-cutter layout, a
minimum of three commercial units are typically inspected in the same manner as motels. A
penalty of$300 per day is issued if a commercial rental property is not registered as a short term
rental. *It was agreed the penalty clause should be listed in the Fee Category.
It was recommended that all multi-unit rental properties should be inspected equally over the course
of three years to ensure all units are in compliance to protect those who rent to ensure standard
measures. Mr. Harrington was agreeable to the recommendation stating this is a new function for
the Board of Health.
The Board of Selectmen was receptive to the rotation of inspection for safety and compliance as
recommended. It was also agreed the $300 cap be removed and that a fee per unit be instituted for
timeshares and multi-unit commercial properties.
