5 <br /> Board of Selectmen <br /> Minutes <br /> May 4, 2020 <br /> OLD BUSINESS <br /> Discussion and Approval of Short Term Rental Registration Fees: Health Agent Glen Harrington: <br /> (continued) <br /> For disclosure Selectman O'Hara stated that he owns a timeshare unit at Seamist. Selectman <br /> O'Hara suggested that a fee be charged on the rental basis, per unit as it is rented rather than a lump <br /> sum per rental. The exact number of units per timeshare and multi-unit commercial properties was <br /> not known at this time. <br /> For equity it was agreed that data be obtained as to the number of units per category charging a per <br /> unit fee, the same amount per unit. The $300 cap per property would be removed. The cost would <br /> be $100 per rental unit. As an example; Mashpee Commons may have 2 units. The cost is $100 <br /> each. One is inspected. The other unit is inspected the following year. A timeshare consisting of <br /> 30 units; 10 to be inspected the first year, 10 units the following year, and the remaining 10 to be <br /> inspected the third year. <br /> Motion made by Selectman Weeden to approve the Short Term Rental Registration Fee <br /> Schedule as presented with the following amendments; Timeshares & Multi-Unit <br /> Commercial Properties; $100 annual fee per rental unit subject to a rotating Inspection Cycle <br /> (1/3rd the number of units) to ensure all units are inspected over the course of 3-years. All <br /> other fees remain the same. <br /> Motion amended by Selectman Weeden to add: The Fee Schedule shall go into effect on May <br /> 18, 2020; a CY fee would apply to the balance of 2020. The mechanism is the time of <br /> registration. <br /> Motion seconded by Selectman Cotton. <br /> VOTE: Unanimous. 4-0-1. <br /> Roll Call Vote: <br /> Selectman Gottlieb,yes Selectman Cotton,yes Selectman O'Hara, abstained <br /> Selectman Sherman,yes Selectman Weeden,yes Opposed, none <br /> It was noted that timeshare owners are not subject to the Short Term Rental Tax. Timeshares are <br /> not defined as rental units unless they are rented. <br />
