Ms. Waygan liked the document, and the order of <br /> priorities, provided by Mr. Rowley. Mr. Rowley confirmed that the majority of the work would <br /> be engineering and inspection of the work, and occasionally Land Surveyors may be needed. <br /> CHAIRMAN REPORT <br /> Windehime Tree Removal Site Visit-The Chair reported that he and Mr. Lehrer met <br /> with the Windchime Board regarding tree removal. Mr. Lehrer described the process of tree <br /> removal, according to their Special Permit, which included a written notification to the Planning <br /> Department regarding dead or dying trees, inspection by the Chair or Vice Chair and the Town <br /> Planner or Consulting Engineer, and possible replacement of the trees. Mr. Lehrer received a <br /> request to remove trees on Red Cedar and Blue Spruce, which were dead and created a hazard. <br /> Mr. Lehrer noted that 35 Red Cedar was adjacent to the condominium unit and surrounded by <br /> landscaping. And Blue Spruce was adjacent to the roadway. The Chair confirmed that he <br /> completed the site visit today and both trees had been removed. Mr. Balzarini agreed that some <br /> trees originally located too close to the homes should have been removed before construction, <br /> adding that previously, replacement of trees were required. Ms. Waygan agreed, noting that <br /> replacement was required in the permit because the developer had initially clear cut the trees. <br /> Mr. Balzarini also noted the importance of ensuring that ground stumps not result in sinking, as <br /> had happened in the past. The Chair emphasized that there was no need to replant the trees in <br /> this particular case. Mr. Lehrer stated that a more comprehensive review in the future may be <br /> necessary as some trees were dying on site and consideration may be needed regarding <br /> replanting. Ms. Waygan stated that it was not required that the same tree replace the removed <br /> tree. <br /> TOWN PLANNER REPORT <br /> Update on 950 Falmouth Road-Mr. Lehrer reported that the Town had received an <br /> intent to file for a Comprehensive Permit from co-developers POAH (Preservation of Affordable <br /> Housing) and HAC (Housing Assistance Corporation) for 950 Falmouth Road and a Public <br /> Hearing was anticipated for October. Environmental and site plan work had been completed. <br /> The developers had a productive meeting with direct abutters. The project would include 39 <br /> rental units. Ms. Waygan noted that, as a Comprehensive Permit, the Planning Board would <br /> have just one meeting to consider the matter due to a 30-day window. Mr. Hansen suggested a <br /> site visit and the Chair responded that it would be a good idea and members currently could gain <br /> access to the site.
