Lastly, I would be remiss if I did not recognize the con- <br /> Report of the tinued hard work, dedication, and professionalism of <br /> ]Executive Secretary Mrs. Joyce Mason,Mrs.Deborah Dami, and Mr. Joseph <br /> Reardon, whose efforts and support provide an in- <br /> - valuable service to the community. <br /> To the Honorable Board of Selectmen Respectfully submitted, <br /> it is my distinct pleasure to submit to you the 1991 Kevin J. Harrington <br /> report of the Office of the Executive Secretary.It has been Executive.Secretary <br /> my pleasure to serve the Board and the residents of the <br /> Town of Mashpee during the past year.As you know the <br /> year has presented continuing fiscal challenges which re- <br /> quire constant vigilance in an effort to ensure that <br /> resources are prudently expended. In response to the <br /> Board's direction to maintain budgetary levels within the <br /> available revenue stream,a balanced budget was produc- <br /> ed that did not require any increase in property tax. We <br /> are confident that this can be accomplished as well in <br /> FY93. <br /> In 1991, we were able to complete a Fiscal Policy Ad- <br /> visory Report, which was the culmination of many <br /> months of work by a Committee formed in 1990 by the <br /> Board of Selectmen. This financial blueprint is intended <br /> to allow the Town's financial decisions to be made in an <br /> environment that is sensitive and responsive to debt <br /> management issues,revenue projections, operational and <br /> capital projects. The continued use of this document is <br /> essential to ensure fiscal stability, maximum service <br /> delivery, and thoughtful financial decision making. <br /> In 1991, it was my pleasure to submit to the Board a <br /> proposal to examine the administrative structure of <br /> Mashpee's municipal government. This presentation was <br /> made after having done extensive research on the issue <br /> of organizational structures, reporting systems, and ad- <br /> ministrative codes. This presentation was intended to pro- <br /> T, <br /> mote discussion, analysis, and examinations of how the <br /> municipal government is organized, its strengths, its <br /> weaknesses, and areas that may require change. The <br /> Board began to discuss the proposal,specifically,its roles, <br /> its responsibilities, and its purpose. However, these <br /> discussions failed to materialize into a concrete, logical, <br /> and rational analysis of the issues. I would strongly urge <br /> the Board to revisit this proposal and conduct an ex- <br /> amination of how municipal services are delivered, ad- <br /> ministered, and evaluated with the purpose of enhanc- <br /> ing efficiency. <br /> Lastly,the office of the Executive Secretary would like <br /> to thank the Town's department heads and their staff for <br /> their continued commitment to their profession and to <br /> the people of Mashpee. Further, I would like to <br /> acknowledge their ability and efforts in being able to <br /> deliver municipal services despite annoying external <br /> variables outside of their control. In addition, I would <br /> like to acknowledge the support, patience, and coopera- <br /> tion given my office by former Selectmen Carter, Got- <br /> tlieb, and Hanson. <br /> 7 <br />
