MASHPEE ZONING BOARD OF APPEALS <br /> MEETING MINUTES <br /> JANUARY 13,2021 <br /> Jonathan wanted to know the construction start date. Cory said by early 2022 but there are <br /> a lot of details that will be in the pre-approvable process prior to construction. He does not <br /> anticipate any work starting this year. Brian said construction can take up to 12 months. <br /> Jonathan said a compromise needs to be made regarding the hours of construction between <br /> the South Cape Resort and POAH.He suggested that construction hours during the regular <br /> summer season might work for both Monday through Friday 7 am to 5:30 pm, and <br /> Saturdays, 7-1 pm,no work on Sunday.During the summer no weekend work. But on July <br /> 4"'through Labor Day Monday through Friday only 7:30 to 5:30 pm, and no work on major <br /> Holidays. Does not apply to interior work. <br /> Scott said that Willowbend doesn't allow outside work during the summer hours. Jim <br /> Gould commented similar. Bill Blaisdell agreed with Jonathan. George agreed. <br /> Cory said that he would have to review these suggestions regarding the hours. <br /> Brian submitted the plan to the Water Department, and he spoke to Andy Marks who will <br /> marls up the plans and will address the plan set. He also had a conversation to start the <br /> permitting process with a representative of POAH.There are no major issues with the water <br /> connection. <br /> Brian and Charlie had a phone conversation and went through the plan review comments. <br /> There are a couple of minor issues and can be addressed regarding the storm water issues. <br /> Charlie will need to see the revised site plan for the grading. <br /> Ilana reviewed the Town Counsel comments and the waivers,but the only issue she wanted <br /> to know is regarding the pro-forma review. There are two checks being held in case there <br /> are any major concerns the Board would refer to Town Counsel or questions regarding a <br /> financial expert. <br /> Charlie said that here is a covenant on record and he was not sure if there was a lot release <br /> on these lots.Typically, a building permit cannot be issued unless the covenant is released. <br /> He also wanted to know if the ZBA can sign the covenant. <br /> Ilana said she has not reviewed this inquiry regarding the subdivision plan, and if it is <br /> required, the ZBA can release the plan, and ask for a surety to make sure the necessary <br /> construction is put into place. <br /> Jonathan went through his own check list of questions on, and most will be addressed with <br /> Charlie Rowley, such as the lighting, landscaping, and storm water review. <br /> Charlie Rowley suggested that maybe a traffic officer to assist with traffic flow during <br /> construction to provide public safety. Cory agreed that he can discuss that with his team, <br /> and the Town. <br /> 11 <br />
