• Began the process of enrolling in the MA COVID-19 Vaccine Program Agreement in order to
be eligible to receive vaccines once they become available
• Coordinated communication between the Tribal Health Center and the VNA regarding contact
tracing
• Answered questions from a brass band about the requirements for performers
• Sent information to the Town Manager's Office about the significant surge of cases in
Mashpee and Cape-wide,and advised regarding in-person meeting safety as well as mask use
• Responded to COVID-19 complaints at Dunkin' Donuts on Route 151, Liberty Liquors,
Soprano's, Dino's,Wildfire Pizza, Stop&Shop, Planet Fitness,and Botello's Home Center
Ms. Cantella informed the Board that Barnstable County is standing up a COVID-19 test site at the
Barnstable Fairgrounds,to be ready by mid-December. It will be similar to the state-run test sites, where
the public can access testing by appointment, regardless of whether they have symptoms, and with or
without a doctor's note.
Chair Baumgaertel stated that he had heard the CDC guidance recently changed from a 14-day to 10-day
quarantine/isolation period for anyone who tests positive or is a close contact, and asked if Massachusetts
was changing their guidance as well. Ms. Cantella answered that the 14-day quarantine is still in place if
a close contact does not want to test out of quarantine. If someone wants to end their quarantine earlier,
they can test on day 8 or later, for release on day 11,assuming that they are asymptomatic.
With regard to the mask-complaints, Ms.Cantella stated that some establishments have employees with
medical exemptions and, while employers can require that employees provide proof of that exemption,
Health Agents cannot require evidence of an exemption.
Ms.Warden inquired about fees for testing at the new test site, and Ms.Cantella answered that fees have
not yet been confirmed. With respect to who is charged and who isn't,a close contact might get different
consideration than someone who wants to travel in/out of state. It is up to the insurance companies
whether or not they will cover the test for a person who has not been referred for testing by a primary
care physician or Board of Health.
Mr.Harrington stated that, just to cover an individual test, the cost would be roughly$50-60. The majority
of independent test sites are charging$160, unless you have doctor or Board of Health referral, then it
goes to Insurance. Mr. Harrington was unsure if an order from the Board of Health fit the criteria for a
test to be covered by insurance, even though Boards are one of the entities that can issue an order for
testing. Mr. Harrington stated that many of the local Boards of Health outside of the Cape Cod area are
doing all of their own contact tracing and ordering of tests, while that is being handled by our VNA. The
School is doing the contact tracing for the families, but are sharing the information between the schools,
the Contact Tracing Collaborative and the VNA.
NEW BUSINESS
1. Approval of the
November 5, 2020 meeting minutes was tabled to the next meeting. Chair Baumgaertel
requested two separate motions, as he was not present at the October 29`h meeting and,
therefore, could not vote on those minutes.
There being no further comments or revisions,Brian Baumgaertel moved to approve the minutes
of the October 8, 2020 public session meeting.
