Mashpee Housing Authority effective October 31,2020. Mrs. Botsford stated that it has been <br /> her honor to serve the Mashpee Housing Authority for over 22 years and has had a career serving <br /> local housing authorities for almost 33 years. She stated that she is committed to assisting the <br /> housing authority board, and the new Executive Director, in the transition period for as long as <br /> needed. Mrs. Botsford provided the board, previous to the meeting, a copy of DHCD's Public <br /> Housing Notice 2017-21 which outlines the process for the hiring of a new Executive Director. <br /> She also provided a drafted advertisement for the board to use. Given the need to start the <br /> process as soon as passible,Mrs. Botsford also provided a recommended timeline for the hiring <br /> process which starts with requesting DHCD's approval of the advertisement and Mrs. Botsford <br /> notifying staff members and key colleagues and officials by the end of next week. Mrs. Botsford <br /> has discussed with the board the interest of both parties to have Mrs. Botsford be retained as a <br /> consultant for the sole purpose of continuing compliance with the LIHTC property,Asher's Path <br /> Apartments, and assisting in a smooth transition with the new Executive Director. A proposed <br /> consulting contract was presented and discussed. After discussion, a motion was made by <br /> Richards Halpern and seconded by Kevin Shackett to enter into the consulting contract <br /> with Mrs. Botsford, as drafted,which would start on November 1,2020. The motion <br /> carried unanimously. The contract was signed by Mrs. Botsford, the chair, and the <br /> Treasurer. Mrs. Botsford thanked the board for the opportunity to continue to serve in this <br /> capacity and reiterated that a smooth transition was a key goal, as well as maintaining the <br /> compliance of the tax credit property throughout the compliance period. Mr. Halpern stated that <br /> they did not want to see her go but understood that people do retire, and change takes place. <br /> Discussion ensued about having Mrs. Botsford serve as a member of the search committee to <br /> hire a new Executive Director. She stated that she would be willing to assist, but ultimately it is <br /> up to the board to make the decision and vote. Members then discussed having Ms. Meizinger <br /> serve on the committee, as she can offer the viewpoint of not only a board member, but also a <br /> resident. The chair then announced the appointment of a sub-committee to conduct the search <br /> for a new Executive Director to consist of herself, Ms. Meizinger, and Mrs. Botsford. The chair <br /> and Mrs. Botsford will both reach out to Ms. Meizinger.. The subcommittee will work together <br /> to prepare for interviews, conduct interviews, and ultimately recommend a candidate to the full <br /> board in August. <br /> Mrs. Botsford continued with her report giving an update on the COVID-19 policies and <br /> procedures,which remain the same as last month. <br /> Mrs. Botsford reported that she has hired a maintenance man,John Coughlin,who will split his <br /> time between Carver and Mashpee. He has already started and is proving to be a quick learning, <br /> showing a lot of initiative and professionalism. <br /> Mrs. Botsford reported that MassHousing has approved the annual distribution for the incentive <br /> management fee. $7,181.00 gets paid to MassHousing to pay down our loan and the hosuign <br /> authority receives the other half of$7,181.00. <br /> OLD BUSINESS: <br /> a) Terrapin Ridge Update: Mrs. Botsford reported that over the past month she spent a lot of <br /> time gathering and sending in information requested so that DHCD could approve the <br /> management agreement.
