The adoption of the Community Preservation Act provides municipalities, like Mashpee, the <br /> opportunity to fund on a"pay as you go basis" capital projects which would otherwise be <br /> deferred, not considered, or require long debt financing to implement. The approval of these <br /> projects will neither affect the approved FY '07 budget, nor will it have an affect on the property <br /> tax rate. <br /> THE FINANCE COMMITTEE RECOMMENDS TOWN MEETING APPROVAL OF <br /> ARTICLES 11, 12, 13, 14, 15, 16, and 17. <br /> "4 <br /> Article 18. Massachusetts Estuaries Project Report Funding. <br /> The Massachusetts Estuaries Project (MEP) has established critical nitrogen loading targets for <br /> Popponsset Bay, but targets have not been set for Waquoit Bay and the Childs River watershed <br /> which Mashpee shares with Falmouth. The Childs River is an outflow of Johns Pond. Falmouth <br /> has requested that Mashpee share in the cost for the preparation of the MEP report which will set <br /> nitrogen loading targets for those waterways. The cost of the study is $94,500; Mashpee's share <br /> will be 25%, or$23,625. The Sewer Commission requests approval to appropriate $23,625 for <br /> Mashpee's share of the MEP study. <br /> While the Finance Committee would have preferred this request be a part of the annual budget <br /> review process, it is important that Mashpee show its good faith by cooperating with Falmouth <br /> on this project. The health of Mashpee's waterways and embayments is at a critical point in <br /> large measure due to the dependence on septic systems. Studies, like the one proposed here, are <br /> necessary to determine the extent of the problem Mashpee will be facing in the future. <br /> THE FINANCE COMMITTEE RECOMMENDS TOWN MEETING APPROVAL OF <br /> ARTICLE 18. <br /> Article 19. Community Septic Management Program. <br /> The state Water Pollution Abatement Trust has provided loans, secured by betterments, to <br /> homeowners for the repair and/or upgrade of their septic systems as required by the provisions of <br /> Title V. The Board of Health has submitted this article seeking approval to continue Mashpee's <br /> participation in this program, which now is administered by the Town of Barnstable. <br /> THE FINANCE COMMITTEE RECOMMENDS TOWN MEETING APPROVAL OF <br /> ARTICLE 19. <br /> Article 20. Approve Easement: Noisy Hole Road. <br /> Noisy Hole Road is a"paper" street in the Mashpee Industrial Park located off of Route 130, <br /> across from South Sandwich Road. As part of the Development Agreement between the Cape <br /> Cod Commission and the property owner, 7 acres was to be set aside as open space and deeded <br /> to the Conservation Commission. The 7 acres has been purchased by the owner; however, in <br /> order to retain the option of constructing Noisy Hole Road as a town road, a 30 foot wide <br /> roadway easement is needed prior to the transfer of the open space land.
