Article 19 <br /> To see if the Town will vote to raise and appropriate or transfer from available funds $4,515 to <br /> the Town Hall Building & Grounds Expense Account, or take any other action relating thereto. <br /> Submitted by the Board of Selectmen <br /> Explanation: This article is necessary to provide funds for operating costs, i.e. heat, electricity, <br /> for the old Senior Center. <br /> Recommendation: Finance Committee recommends approval. <br /> Motion made be Kenneth Marsters. <br /> Motion: I move the Town vote to appropriate and transfer $4,515 from Revenue Available for <br /> Appropriation to the Town Hall Building & Grounds Expense Account. <br /> Motion passes at 8:28 p.m. <br /> Article 20 <br /> To see if the Town will vote to appropriate $3,500,000 for the purpose of architectural design., <br /> engineering services and construction of a new Mashpee Public Library, including the payment <br /> of all costs incidental and related thereto and to determine whether this appropriation shall be <br /> raised by borrowing or otherwise, provided that such appropriation shall be contingent upon a <br /> vote at an election to exempt from the provisions of G.L.C. 59 § 21C (Proposition 2 '/2), the <br /> amounts required to pay the principal of and interest on the borrowing authorized under this <br /> article. Further, the Board of Selectmen be authorized to apply for, contract for, accept and <br /> expend on the project any grant funds from the Commonwealth of Massachusetts or any other <br /> agencies and/or to accept and expend donations received for the purpose of designing, <br /> constructing and equipping a new library, or take any other action relating thereto. <br /> Submitted by the Board of Selectmen <br /> Explanation: This article is the first of a two-step process that would fund the design and <br /> construction of a new Library, and is contingent upon the passage of a debt exclusion question <br /> on the November election ballot. If voted the debt exclusion could potentially add an additional <br /> 12 cents per thousand assessed value. <br /> Recommendation: Finance Committee recommends approval. <br /> Motion made by Don Myers. <br />
