Article 19 To see if the Town will vote to raise and appropriate or transfer from available funds $4,515 to the Town Hall Building & Grounds Expense Account, or take any other action relating thereto. Submitted by the Board of Selectmen Explanation: This article is necessary to provide funds for operating costs, i.e. heat, electricity, for the old Senior Center. Recommendation: Finance Committee recommends approval. Motion made be Kenneth Marsters. Motion: I move the Town vote to appropriate and transfer $4,515 from Revenue Available for Appropriation to the Town Hall Building & Grounds Expense Account. Motion passes at 8:28 p.m. Article 20 To see if the Town will vote to appropriate $3,500,000 for the purpose of architectural design., engineering services and construction of a new Mashpee Public Library, including the payment of all costs incidental and related thereto and to determine whether this appropriation shall be raised by borrowing or otherwise, provided that such appropriation shall be contingent upon a vote at an election to exempt from the provisions of G.L.C. 59 § 21C (Proposition 2 '/2), the amounts required to pay the principal of and interest on the borrowing authorized under this article. Further, the Board of Selectmen be authorized to apply for, contract for, accept and expend on the project any grant funds from the Commonwealth of Massachusetts or any other agencies and/or to accept and expend donations received for the purpose of designing, constructing and equipping a new library, or take any other action relating thereto. Submitted by the Board of Selectmen Explanation: This article is the first of a two-step process that would fund the design and construction of a new Library, and is contingent upon the passage of a debt exclusion question on the November election ballot. If voted the debt exclusion could potentially add an additional 12 cents per thousand assessed value. Recommendation: Finance Committee recommends approval. Motion made by Don Myers.
