Motion-, I move that the sum of$3,500,,000 is hereby appropriated for the purpose of paying for architectural design, engineering services and construction of a new Mashpee Public Library, including the payment of all costs incidental and related thereto and that to meet this appropriation, the Town Treasurer, with the approval of the Selectmen, is hereby authorized to borrow said amount under and pursuant to Chapter 44, Section 7, Clauses (3), (3A of the General Laws., or any other enabling authority, and to issue bonds or notes of the Town therefore, provided, however, that no sums shall be borrowed or expended hereunder unless and until the Town shall have voted to exclude the funds required to repay any bonds or notes issued hereunder from the limitations of Proposition 2 1/2, so called, and further, that the Selectmen are hereby authorized to apply for, contract for and expend funds from the Commonwealth of Massachusetts, which shall be expended on this project in addition to the amount appropriated hereunder. Moderator declares motion passes by a 2/3rds vote at 8:32 p.m. Article 21 To see if the Town will vote to establish a Student Parking Fund Revolving Account in accordance with Massachusetts General Laws, Chapter 44, Section 53E V2 to which shall be credited parking fees collected by the School Department and from which expenditures, not to exceed $5,000 for lot maintenance services or other similar costs, may be made by the School Committee without further appropriation, or take any other action relating thereto. Submitted by the School Committee Explanation: In view of FY2005 budget cuts, the High School administrators and School Committee will institute a Student Parking Fee beginning in September 2004. It is hoped that even the small amount to be generated by the $55 per year fee for seniors and qualifying juniors can be used to offset parking lot maintenance and repairs, thus freeing funds in appropriation for educational purchases. Recommendation,: Finance Committee does not recommend approval. Motion made by John Cahalane..
