Motion-, I move that the sum of$3,500,,000 is hereby appropriated for the purpose of paying for <br /> architectural design, engineering services and construction of a new Mashpee Public Library, <br /> including the payment of all costs incidental and related thereto and that to meet this <br /> appropriation, the Town Treasurer, with the approval of the Selectmen, is hereby authorized to <br /> borrow said amount under and pursuant to Chapter 44, Section 7, Clauses (3), (3A of the <br /> General Laws., or any other enabling authority, and to issue bonds or notes of the Town <br /> therefore, provided, however, that no sums shall be borrowed or expended hereunder unless and <br /> until the Town shall have voted to exclude the funds required to repay any bonds or notes issued <br /> hereunder from the limitations of Proposition 2 1/2, so called, and further, that the Selectmen are <br /> hereby authorized to apply for, contract for and expend funds from the Commonwealth of <br /> Massachusetts, which shall be expended on this project in addition to the amount appropriated <br /> hereunder. <br /> Moderator declares motion passes by a 2/3rds vote at 8:32 p.m. <br /> Article 21 <br /> To see if the Town will vote to establish a Student Parking Fund Revolving Account in <br /> accordance with Massachusetts General Laws, Chapter 44, Section 53E V2 to which shall be <br /> credited parking fees collected by the School Department and from which expenditures, not to <br /> exceed $5,000 for lot maintenance services or other similar costs, may be made by the School <br /> Committee without further appropriation, or take any other action relating thereto. <br /> Submitted by the School Committee <br /> Explanation: In view of FY2005 budget cuts, the High School administrators and School <br /> Committee will institute a Student Parking Fee beginning in September 2004. It is hoped that <br /> even the small amount to be generated by the $55 per year fee for seniors and qualifying juniors <br /> can be used to offset parking lot maintenance and repairs, thus freeing funds in appropriation for <br /> educational purchases. <br /> Recommendation,: Finance Committee does not recommend approval. <br /> Motion made by John Cahalane.. <br /> Motion: I move the Town vote to establish a Student Parking Fund Revolving Account in <br /> accordance with Massachusetts General Laws, Chapter 44, Section 53E 1/2 to which shall be <br /> credited parking fees collected by the School Department and from which expenditures, not to <br /> exceed $5,000 for lot maintenance services or other similar costs, may be made by the School <br /> Committee without further appropriation. <br /> Motion defeated at 8:35 p.m. <br /> Article 22 <br /> To see if the Town will vote to transfer to the Board of Selectmen and authorize the Board to <br /> convey to the United States of America an easement and right of way in, on, over and across <br /> parcel of real estate owned by the Town and identified as Tract No. 101 E, as shown on the Plan <br /> 12 <br />
