Motion-, I move the Town vote to appropriate and transfer from Revenue Available for <br /> Appropriation $275,000 to the Town of Mast pee Ballfield Account, to be expended under the <br /> direction of the Board of Selectmen, for construction of ballfields and recreational areas within <br /> the Town. <br /> Motion passes at 8:03 p.m. <br /> Article 13 <br /> To see if the Town will vote to raise and appropriate or transfer from available funds $72,100 to <br /> the Impact Fee Consultant Account, to be expended under the direction of the Board of <br /> Selectmen, for consultant services and associated costs related to the development of a Town <br /> impact fee bylaw and implementation procedures, or take any other action relating thereto. <br /> Submitted by the Planning Board <br /> and the Board of Selectmen <br /> Explanation: With the certification of Mashpee's Comprehensive Plan by the Cape Cod <br /> Commission in July, 1998, the Town became legally eligible to adopt a set of bylaws, and <br /> regulations requiring payment of "impact fees" for various types of new development. Such <br /> fees are intended to help cover new capital costs for the Town which result from new <br /> development, such as those for new school buildings, public safety buildings and vehicles, <br /> recreation facilities and other capital items that the Town would not have had to acquire if the <br /> development had not occurred. Development of legally defensible impact fee regulations <br /> requires the assistance of a consultant with experience in development of impact fees elsewhere <br /> to assist the Town with development of impact fee regulations, calculations and implementing <br /> measures which are specific and appropriate for Mashpee. The May 3, 1999 Town Meeting <br /> provided $15,000 toward such consultant assistance. However, the "gown's consultant selection <br /> process determined that those funds were inadequate for the required work. This article would <br /> provide additional funding to allow the project to be completed. <br /> Recommendation: The Finance Committee recommends approval. <br /> Motion made by John Cahalane. <br /> Motion: I move the Town vote to raise and appropriate $62,500 to the Impact Fee Consultant <br /> Account, to be expended under the direction of the Board of Selectmen, for consultant services <br /> and associated costs related to the development of a Town impact fee 'bylaw and <br /> implementation procedures. <br /> Motion passes at 8:04 p.m. <br /> Article 14 <br /> To see if the Town will vote to raise and appropriate or transfer from available funds $50,000 to <br /> the Assessors' Revaluation Account, or take any other action relating thereto. <br /> Submitted by the Board of Assessors <br />
