Town meeting vote and forwards a certified copy of this vote to the MBLC by May 10, 2001. The vote must confirm that the Town agrees to apply for this, library construction grant and to expend any grant award for library design and construction. If this Town meeting vote were not forwarded to the MBLC, Mashpee would be ineligible to receive this library construction grant. Grant awards will be announced in June 200 1. Recommendation: The Finance Committee takes no position on this article until final figures are presented. Motion made by George Green. Motion: I move Article 19 be voted as printed in the warrant with the exception of the phrase, "or take any other action relating thereto". Motion passes unanimously at 9:43 p.m. Article 20 To see if the Town will vote to petition the General Court for special legislation to reclassify the Animal Control Officer as a Group 4 member of the Barnstable County Retirement System, or take any other action relating thereto. Submitted by the Board of Selectmen Explanation: As a part of the negotiations to settle the collective bargaining agreement between the Town and the MLDC Administrator's Unit, the Board of Selectmen has agreed to sponsor an article to shift the Animal Control Officer into Group 4 of the retirement system. This is the group which includes law enforcement officers. Motion made by David Leveille. Motion passes at 9:44 p.m. Article 21 To see if the Town will vote to authorize the Board of Selectmen to establish the Mashpee Economic Development and Industrial Corporation in accordance with the following declaration: )"ere the need exists for an Economic Development and Industrial Corporation because unemployment or the threat thereof exists in the Town. or that security against future unemployment and lack of business opportunity is required and that attracting new industry into the Town and substantially expanding existing industry through an economic development project or projects financed pursuant to Mass. General Laws Chapter 121C and implemented by such a corporation would alleviate the unemployment and lack of business opportunity problems, the Board of Selectmen is hereby authorized to establish the Mashpee Economic Development and Industrial Corporation, or take any other action relating thereto. Submitted by the Board of Selectmen Explanation: This article provides an opportunity for the Town of Mashpee to create a full time economic development program and to utilize other outside funding sources. The new program structure augments 24
