Submitted by the Board of Selectmen Explanation-, This article seeks to make improvements to the Town's bylaws for posting Town Meeting Warrants by restoring the former 14 day posting period in order to allow two additional weeks of Selectmen and Finance Committee review and public hearing on budgets before finalizing figures for the Town Meeting Warrant. Motion made by Kenneth Marsters. Motion: I move Article 23 be voted as printed in the warrant with the exception of the phrase, "or take any other action relating thereto". Motion to dispense with reading of article passes at 9:46 p.m. Motion defeated 1.47 to 57 at 9:54, p.m. Article 24 To see if the Town will vote to amend the Mashpee Code by striking Chapter 15, Article VII, Sections 15-16, 1521� 15-22� 15-23 and 15-24 and inserting in place of Section 15-16 the following language: Section 15-16., Establishment of Committee- membership A Committee known as the "Capital Improvement Committee" shall be established to prepare a capital improvement program. This Committee shall perform the duties as specified in the following sections and shall consist of the following members: The Town Administrator, who shall serve as the Chairman of the Committee pursuant to the designation of this position as the Coordinator of Capital Programming under Article V of Chapter 27 of the Mashpee Code, a member or designee of the Board of Selectmen, who shall be designated annually by vote of the Board of Selectmen, a member or designee of the Finance Committee, who shall be designated annually by vote of the Finance Committee, the Town Accountant and a member at-large to be appointed annually by the Board of Selectmen., and further, to amend the Mashpee Code Chapter 15, Article VII, Section 15-17 by striking the words, "ten thousand dollars ($10,000)" as occurring in sentence I and sentence 2, and inserting in place thereof the words, "twenty-five thousand dollars($25,000)"., or take any other action relating thereto. Submitted by the Board of Selectmen Explanation: This article streamlines the Capital Improvement planning process by replacing a large committee consisting of up to twenty members with a smaller management committee in order to make the planning process more efficient. This article also raises the threshold of a capital improvement from $10,0�00 to $25,000 to conform to the new State threshold for the requirement of bids under the Uniform Procurement Act.
