i
Page 5 Special Town Meeting Aug 46/71
E1
Article 7 Ctd. : l
Denway: (addressing Garland) Mr. Chairman. What it amounts to is that
if we don't put more money into it as the article requests, we BLOW a1
11,000. . If we vote "no" - we tear down and lose $11,000.00.
If we want to recoup we vote the money and finish and get our money 1
back. have
Floor: What assurance/we that the money, if voted, will in fact j
enable us to complete the job - and get our money from the Government? j
As it looks now - the building is about to fall down'. I am wondering
if additional money voted will put the building in condition so we can
get this money.
Koch: $11,500 has been spent. We are here asked to vote 6500 more.
This amounts to $18,000. Do we have to vote another $10,000 to get
our $28,000 back?
K.D®O'Connell : The money the Federal Government will give are matching
funds. We have to spend $28,000 to get $28,000. The $28,000 we have
to raise doasn't have to be in money. It can be in the fora of services,
labor, materials, gifts. We have already received $ which
the Federal Government will accept. At one-third construction point,
they will reimburse. You ask i $6500.00 will complete the job? No.
Amelia Bingham - Chairman of the Historical Commission, appears and
comes to the fore:
A. D. : Please excuse my tardiness. 1. The Town of Mashpee voted to
accept a grant from the U. S. Government. 2. We therefore have a
contract from. the Federal Government. 3. The property now
belongs to the Town of Mashpee. In its present condition, it is a
disgrace. The Federal Government allocated $100,000 for the entire
country. Mashpee got $28,000.00 of this® It is in escrow® Is it
going da . ` the d ain? The whole county is watching® Persona y,
I wou=ike to get out and try to raise the money to complete it®
But since it is a Town project I think. the Town should appropriate the
money.
.Floor: The action taken so far has been highly unsatisfactory. I
would like to know what assurance we have that further appropriations
will result in the completion of this project in a satisfactory manner.
Another from the Floor: As I understand it, the contract for the
original $11,000.00 wasn't bonded. If this is true, and we were not
why didn't wereprotect ourselves in this way? Did the Finance Committee
kmow it was not bonded?
Garland: No. This is not in our province.
Floor: In the future , all contracts should be bonded._ Is this going
to be done? The other thing I want to ask the Accountant: Am I right
that in a cotract ,with the Federal Government if a thing costs 22,000
would we get $28,000 or $22,000?
K. O'Connell : We would get matching funds. But we cannot now get
it &s the contractor failed to fulfill his contract® He walked
out in the middle of it® He was only paid for the work he did. He
was not paid monies for work he did not do.
hrisman here raised the question of how much monies the Town voted
® how much has been spent saying we are now asking 6500 on top of
