0 <br /> Motion p�asses unanimously at 7:51 p.m. <br /> Article 21. <br /> To see if the Town will vote to authorize the Board of Selectmen to acquire by purchase or <br /> otherwise for conservation purposes a parcel of land containing 75 acres, more or less, being Lot <br /> B and a portion of Lot C shown on a "Plan of Land in Mashpee, Mass. Prepared for the <br /> Bufflehead Bay Nominee Trust," revised date November 6, 19951 by Hayes Engineering, Inc. of <br /> Wakefield, MA, as well as the major portion of Lot 4 shown on. Land Court Plan. 40422A, <br /> copies of which plans are on file in the office of the Town Clerk, said land also being portions <br /> of those parcels shown on the 1995 Mashpee Assessors Maps as Map 115, Blocks 1, 6, 7, and 8, <br /> generally located between upper Great River, Jehu Pond, Abigail"s Brook and Great Oak Road, <br /> to be held in the care and custody of the Conservation Commission pursuant to Massachusetts <br /> General Laws Chapter 40, Section 8C; and further, to see if the Town will vote to appropriate <br /> $1,500,000 or any other sum for such purpose, including expenses incidental and related thereto, <br /> and to raise such appropriation, the Treasurer, with the approval of the Selectmen, be authorized <br /> to borrow $1,500, or any other sum under and pursuant to Chapter 44, Sections 7 and 8C <br /> and, of the general laws, or any other enabling authority, and to issue bonds or notes of the <br /> Town therefor, provided that no bonds or notes of the Town shall be issued unless and until (1) <br /> a grant agreement has been executed between the Town and The Commonwealth of <br /> Massachusetts for reimbursement to the Town in the amount of$500,000 under General Laws <br /> Chapter 132A, Section 11, or any other applicable law, and (2) one or more additional grants or <br /> donations of$750,000 toward said purchase have been received from the Trust for Public Land <br /> or any other source; and further, to see if the Town will vote to raise and appropriate or transfer <br /> from available funds $500 or any other sum to the Issuance of Debt Account; and further, to see <br /> if the Town will authorize the Board of Selectmen and/or Conservation Commission to apply <br /> for and accept Federal and/or State grants, including reimbursement under Chapter 132A, <br /> Section 1.1 of the General Laws, the "Self-Help Act," to be applied by the Town toward the <br /> financing of this purchase, and to enter into contracts or agreements with Federal and/or State <br /> agencies, private conservation trusts or other entities or persons in connection with the purchase <br /> of such land and its preservation for conservation.purposes; connection with the purchase of <br /> such land and its preservation for conservation purposes; and finally, to see if the Town will <br /> authorize the Conservation Commission and the Board of Selectmen to enter into agreements <br /> and execute any and all instruments as may be necessary on behalf of the Town to effectuate <br /> said purchase,; or take any other action relating thereto. <br /> Submitted by the Board of Selectmen <br /> Motion made by Peter Dinizio. <br /> Motion: I move that the Board of Selectmen be hereby authorized to acquire by purchase or <br /> otherwise for conservation purposes a parcel of land containing 75 acres, more or less, being Lot <br /> B and a portion of Lot C shown on a "Plan of Land in Mashpee, Mass.
