generally located between upper Great liver, Jehu Pond, Abigail's Brook and Great Oak Load, <br /> to be Feld in the care and custody of the Conservation Commission pursuant to Massachusetts <br /> General Laws Chapter 40, Section 8C; and further, to see if the Town will Grote to appropriate <br /> $1,500,000 or any other sum for such purpose, including expenses incidental and related thereto, <br /> and to raise such appropriation, the Treasurer, with the approval of the Selectmen, be authorized <br /> to borrow $1,500,000 or any other sum under and pursuant to Chapter 44, Sections 7 and 8C <br /> and, of the general laws, or any other enabling authority, and to issue bonds or notes of the <br /> Town therefor, provided that no bonds or notes of the Town shall be issued unless and until 1 <br /> a grant agreement has been executed between the Town and The Commonwealth of <br /> Massachusetts for reimbursement to the Town in the amount of$500,000 under General Laws <br /> Chapter 1 2A., Section I I, or any other applicable law, and 2) one or more additional grants or <br /> donations of$750,000 toward said purchase have been received from the Trust for Pub�lic Land <br /> or any other source; and further, to see if the Town will vote to raise and appropriate or transfer <br /> from available funds $ 00 or any other sum to the Issuance of Debt Account; and further, to see <br /> if the Town will authorize the Board of Selectmen and/or Conservation Commission to apply <br /> for and accept Federal and/or State grants, including reimbursement under Chapter 1. 2A, <br /> Section I I of the General. Laws, the "Self-Help Act," to be applied by the Town toward the <br /> financing of this purchase, and to enter into contracts or agreements with.Federal and/or State <br /> agencies, private conservation trusts or other entities or persons in connection with the purchase <br /> of such land and its preservation for conservation purposes; connection with the purchase of <br /> reservation for conservation <br /> such and its p on purposes; an.d fianal y, to see if the e Town will, <br /> authorize the Conservation Commission and the Board of Selectmen to enter into agreements <br /> and execute any and all instruments as may be necessary on behalf of the Town to effectuate <br /> said purchase; or take any other action relating thereto. <br /> Motion passes at :42 p._ <br /> Article 22. <br /> To see if the Town will vote to transfer the custody and control of the following described <br /> Town owned land to the Board of Selectmen for the purpose of sale or lease to the Boys & Girls <br /> Club of gape Cod, Inc.: a portion of land shown on. assessors" Map 67 as Bloch 1., and more <br /> particularly described on a plan entitled "Proposed Bogs & Girls Club Site, May 1996 ATM" a <br /> copy of which is on file in the office of the Town Clerk and to authorize the Selectmen to <br /> execute a deed <br /> thereof or a lease therefor on such terms as they shall deem proper, and further, to authorize the <br /> Selectmen to petition the General Court for special legislation authorizing such sale or lease, or <br /> take any other action relating thereto. <br /> Submitted by the Board of Selectmen: <br /> Explanation: This article seeks to authorize the Selectmen to sell or lease a parcel of land to <br /> the Boys & Girls Club of Cape Cod. <br /> 10 <br /> Recommendation: The Finance Committee recommends approval. <br /> Motion made by George Baer, :boys & Girls Club. <br /> Motion To amend to see if the Town will vote to transfer the custody and control of the <br /> 15 <br />
