Submitted by the Board of Selectmen <br /> Explanation: This article will allow Commonwealth Electric the ability to install and maintain <br /> necessary equipment to house the Police firing range. <br /> Recommendation: The Finance Committee recommends approval. <br /> Motion made by Selectman Dinizio. <br /> Motion: I move the Town vote to authorize the Board of Selectmen to grant an easement to <br /> Commonwealth Electric Company for the installation and maintenance of necessary poles and <br /> equipment on the Town-owned land located off Meetinghouse Road and shown on Mashpee <br /> Assessors Map 61, Lot 3, in order to service the Town of Mashpee Police firing range. <br /> Motion passes unanimously at 8:55 p.m. <br /> Article 18 <br /> To see if the Town will vote to raise and appropriate or transfer from available funds the sum of <br /> $35,069.33 to create the position of Public Safety Dispatcher Supervisor, with said funds to be <br /> apportioned as follows: $29,333 to the Public Safety Dispatcher Salary/Wage Account, $5,277 to <br /> the Employee Medical Insurance Account, $34 to the Group Insurance Account, and $425.33 to <br /> the Medicare Account, or take any other action relating thereto. <br /> Submitted by the Police Department <br /> Explanation: The necessity for creating this position is two-fold. Firstly, the public safety <br /> dispatch center needs the additional dispatcher position daily so there is not an over reliance on <br /> utilizing part-time dispatch personnel to fill scheduling vacancies which would be best filled by <br /> full-time dispatch personnel having a higher level of training, skill, and experience. Secondly, with <br /> the E-911 telephone system scheduled for implementation sometime in the Spring of 1995, it is <br /> important to have a dispatcher supervisor to liaison between the dispatch center and the police <br /> department sergeant and the fire department lieutenant. This liaison is important to ensure proper <br /> coordination of inter-department and inter-department police and fire operations, and a smooth <br /> and lasting transition into the E-911 and computer aided dispatch systems for the police and fire <br /> departments. Moreover, the new supervisor's position will assist the police and fire departments <br /> by helping to provide training and proper management of a highly technical communications and <br /> information system. In addition, the supervisory position will provide strong management <br /> controls which are needed for short and long term success of the E-911 and computer aided <br /> dispatch systems. <br /> Recommendation: The Finance Committee recommends approval. <br /> Motion made by Selectman Caffyn. <br /> 11 <br />
