Motion made by Juan Bacigalupi. <br /> Motion: I move that the Town vote to delete article 15-24 and amend the language of Section <br /> 15-16 of Article 7 Chapter 15 of the Mashpee Code by deleting the current language of such <br /> section and substituting the following: <br /> A committee to be known as a Capital Improvement Program Committee shall be established to <br /> prepare a Capital Improvement Plan. This committee shall perform the duties specified in the <br /> following sections and shall consist of five (5) members, a member of the Board of Selectmen, the <br /> Chairman of the Finance Committee and the Executive Secretary. The Town Accountant will <br /> serve as an ex-officio member of this committee. The heads of all departments, boards, or <br /> committees which have one or more capital project in the six years encompassed by the plan may <br /> serve as an ex-officio members. In addition, the Board of Selectmen shall appoint another <br /> member of the Capital Improvement Program Committee who upon initial appointment shall serve <br /> a term to expire June 30, 1996 and thereafter to serve for a two year term. In addition, the <br /> Finance Committee shall appoint another member of the Capital Improvement Program <br /> Committee who upon initial appointment shall serve a term to expire June 30, 1997 and thereafter <br /> to serve for a two year term. Said appointees of the Board of Selectmen and of the Finance <br /> Committee shall not be Town employees of members of another Town board of commission. <br /> Motion was defeated at 9:35 p.m. <br /> Article 32 <br /> To see if the Town will vote to amend the language of Section 15-17 of Article VII, Chapter 15 <br /> of the Mashpee Code by deleting the current language of said section and substituting the <br /> following: <br /> "The Committee shall study proposed capital outlays involving the acquisition of land or any <br /> expenditure of single or of multiple like items totaling (sic) ten thousand dollars ($10,000) with a <br /> useful life of at least three (3) years. All officers, boards or committees, including the Selectmen <br /> and School Committee, shall, by September 1 of each year, give to such committee, on forms <br /> prepared by it, information concerning all projects anticipated by them. i.e. involving the <br /> acquisition of land or an expenditure of ten thousand dollars ($10,000) having a useful life of at <br /> least three (3) years. The Committee shall consider the relative need, timing and cost of these <br /> expenditures and the effect each will have on the financial position of the Town." <br /> Submitted by Petition <br /> Recommendation: The Finance Committee recommends approval. <br /> 20 <br />
