MASHPEE ZONING BOARD OF APPEALS <br /> MEETING MINUTES <br /> TUESDAY,FEBRUARY 2,2021 <br /> He pointed out a that a raised crosswalk was located directly opposite the housekeeping <br /> facilities based upon the conversations with the South Cape Representative, Dave Quinn <br /> of Housing Assistance Corporation. They met onsite and reviewed the location of the two <br /> areas of concern. The second crosswalk is not raised because it would became problematic <br /> from a grading standpoint with the location of the maintenance facilities. The raised cross <br /> walk will serve as a speed bump as well, and will slow the traffic that may be leaving the <br /> site heading out onto Falmouth Road. <br /> The next item of concern referred to a buffer screening regarding the vegetation that was <br /> left behind, and that might be thin during the winter months. There's an enhanced <br /> vegetative buffer along the parking lot area. The grading is lower for Building A, and <br /> Building B is 9 ft. lower to the surrounding grade to the closest building.The grade change <br /> and screening will provide a nice buffer between the two properties. <br /> The next item addressed was the comments submitted by the DPW regarding snow storage. <br /> The plan was revised to show the designated locations with the parking lot. The landscape <br /> trees will be pushed back from the edge of the island to create space to allow for snow <br /> piling in the upper parking lot and lower lot. <br /> The next item discussed was the parking.There were four additional parking spaces revised <br /> on the site design plan. Brian pointed out the designated areas on the site plan. There are <br /> ten additional spaces, with a total of 59 spaces that meet the required 1.5 spaces per unit. <br /> There is also a reserve area.There were minor drainage issues addressed as well to account <br /> for the storm water runoff. <br /> Chairman Furbush was satisfied with the revisions. Charlie Rowley commented that the <br /> revised parking plan depicting the eight spaces on the south side of Cooper St. are actually <br /> separated by a small island and a cross walk. There are four and four separated spaces so <br /> each group of the four spaces has a cross walk, and there is also a sidewalk behind the <br /> spaces as well. Charlie also pointed out a Title 5 configuration on the vacant lot that has a <br /> restricted zone. <br /> Chairman Furbush wanted to know if a speed limit will be posted.Charlie Rowley believes <br /> that it would be 20 mph that is similar in any subdivision, and would not be much more <br /> than 30 mph. <br /> Sharon read a letter dated Februarys 2, 2021 submitted by Charlie Rowley into the record. <br /> Mr. Furbush asked that this letter be added to the conditions in the decision.
