Meeting Minutes <br /> Mashpee Plan Review Committee <br /> Tuesday, February 16, 2021 <br /> Mashpee Town Hall Waquoit Meeting Room <br /> Catherine Laurent DPW Director: Commented that there seems to be a lot more development on <br /> the subdivision than just these two lots. She questioned that there might be four lots being developed. <br /> Her concern is the tracking of material out onto the road. There is no apron or tacking pad shown as <br /> enter onto Evergreen Circle.There needs to be a defined entrance, a paved apron to protect the road <br /> from breakdown, and a tracking pad so when trucks are exiting the property any material is captured <br /> before it's brought out onto the road. She noticed on a rainy day a lot of dirty water was washing out <br /> into the drainage along the street, She requested a fence or barrier be installed along the rear <br /> property line on Lot 3 where it backs up to the Town property and to make sure there is no <br /> encroachment onto Town property, <br /> Glen Harrington, Board of Health Agent: The Board is going to require if there is any structure <br /> planned it should be done now.The existing leaching pit should be maintained so the Board will want <br /> a subsurface structure for the drainage basin to avoid ponding of water. The nitrogen uptake is <br /> important for a storm drainage basin but it's important to avoid ponding. He requested a manhole <br /> with a catch basin that goes to the leach pit so there is not any deep standing water for more than <br /> four days. If you could maintain those leach pits, that would appease the Board. <br /> Raul will discuss the issues with Lot 3 to the developer and make sure there is no encroachment of <br /> that abutting open space that is Town property. Raul said there is a leaching pit on both lots; Lot 3 <br /> has two leaching pits, and Lot 8 has one leaching pit. The proposal is to grade around the leaching <br /> pit and lower the grade on the perimeter of this new created low depression and to install stone chips <br /> to collect any debris or block any debris from entering the depression. The depression will be grass <br /> lined, and the inlet for the subsurface will be a foot above the bottom of this depression so any debris <br /> or sediments will settle on the basins and not directly into the leaching pits. The Town requirement is <br /> that there cannot be collection catch basin. There has to be some subsurface treatment in means of <br /> grass swales. A drainage report was submitted and it has a maintenance requirement, and we will <br /> expect that the developer will use to maintain the property. <br /> Thomas Rullo Fire Chief: <br /> He noticed that there has been a lot of activity working on trucks and cleaning vehicles. He is <br /> concerned that there is no permanent or mobile fuel storage on those lots. He noticed the wood piles, <br /> and he will have to review the State requirements for pile separation because he's concerned with <br /> the amount of fuel and what could happen if that catches fire and spreads into the adjacent <br /> woodlands. The same goes for any mulch piles. There's a distance requirement for mulch piles. <br /> Evan Lehrer Town Planner: <br /> He reiterated Catherine's point regarding debris entering the roadway. He had communications on <br /> this issue with Matt Costa at Cape & Islands Engineering, and the Property owner back in January. <br /> He requested a detail be added to the plan for the gravel surface sections that demonstrate minimum <br /> compliance under Section 174-41 of the bylaws with good compacted gravel material that is suitable <br /> for road base. He wants to make clear that at the most recent Town Meeting back in October, Section <br /> 174-41 which explains the minimum requirements for parking lot design were amended to require 12 <br /> inches not 8 inches specifically of dense graded crushed stone as a base surface. He made this clear <br /> to Matt Costa, and the property owner. But at the time, of the communication he is not certain if the <br /> Attorney General submitted approval of those warrant articles to the Town Clerk. He would want to <br /> make sure that the AG has submitted its approval on those articles, and that detail would need to be <br /> amended to demonstrate compliance under that bylaw Section 174-41. <br /> 2 <br />
