3 <br /> Community Preservation Committee <br /> Minutes <br /> January 14, 2021 <br /> APPOINTMENTS &HEARINGS <br /> Public Hearing—Annual Informational Hearing on the Needs Possibilities and Resources of the <br /> Town of Mashpee as they relate to Historic Preservation Recreation Affordable Housing and <br /> Open Space: (continued) <br /> Letters of communication were read aloud into the record and are enclosed in the official Town <br /> Clerk's copy of this document. <br /> Correspondence was received from Ava Costello, Chair of the Mashpee Historical Commission <br /> dated January 13, 2021 in appreciation for the support of the Community Preservation <br /> Committee in funding historical projects. Ongoing is the War Memorial Project anticipated to be <br /> fully constructed in the spring. Staging is in place and Honor Stones have been laid. It is <br /> anticipated the Historical Commission would be submitting additional requests for CPA funding <br /> in the fall. <br /> The deadline to submit applications for the October 2021 Town Meeting is April 1,2022. <br /> Additional communication was submitted by Glenn McCarthy dated January 13, 2021 in <br /> appreciation to the CPC for the achievements made to date. Mr. McCarthy asked that in the <br /> future the CPC become more active in purchasing and setting aside open space. <br /> Mr. McCarthy placed open space of high value which many residents' support. With significant <br /> water pollution open space plays a key role in solving the water quality issue. Open space is also <br /> a legacy attribute for future generations. <br /> Allan Isbitz, Chair of the Affordable Housing Committee presented an overview of CPA funding <br /> possibilities for the upcoming year. Mr. Isbitz in his letter of January 14, 2021 commented on <br /> the joint partnership of POAH-HAC in developing the town's housing project at 950 Falmouth <br /> Road, Mashpee. The 39 units of affordable housing will make a dramatic impact to families in <br /> need of housing. <br /> The proforma for the 950 Falmouth Road project reflects a need for $500,000 in local funds, <br /> $300,000 of which is shown as CPA funds,the remainder$200,000 would derive from local <br /> HOME funds. The commitment to funding will leverage state and federal funding for this <br /> project. <br /> Mr. Isbitz indicated there is a need for housing assistance as a result of the COVID-19 pandemic. <br /> Through CPA funds the Affordable Housing Trust has allocated$75,000; funds previously held <br /> by the Mashpee Housing Authority for the Housing Assistance Program to assist these families. <br />
