MINUTES January 17, 1989 3 BOARD OF HEALTH <br /> 19. ) E.A.M. report to Board re: Septic to abutting well - 143 Menemsha Rd. - <br /> McQuaid in ormed the Board that 'this matter has been discussed twice <br /> prior to this meeting. He explained that in observing the lot, a dis- <br /> tance of 75 feet could be increased by re-locating the leaching to <br /> either side and commented in measuring the distance between the well , <br /> (located in the basement of the house) , to the leaching area it does <br /> maintain a 75 foot distance. Mr. McQuiad stated the septic system <br /> cannot be installed and meet the Title V requirements and further <br /> commented that the system is in failure and in his opinion, if the <br /> Board creates a greater distance from what is there, improves the <br /> septic system, then the water supply would be safe-guarded more ade- <br /> quately than the existing condition. <br /> Mr. Greelish motioned 'to grant the 15 foot Variance from the 100 foot <br /> Title V State requirements between leaching and well due to the emer- <br /> gency repair, Mr. Wilson seconded. <br /> 20.) Submittal of original plans from Cape & Islands - Malloy, 156 Whippoor- <br /> will Circle - Mr. McQuaid presented to the Board the original plan <br /> mitted to this Board in 1987 and was approved based on the proposed sys- <br /> tem shown on plans, all abutters were notified as required with no oppo- <br /> sition. Mr . McQuaid explained that for an unknown reason the proposed <br /> well site was abandoned and a new well was drilled without a permit, <br /> under the driveway and commented that he went out to the new well site <br /> and measured the distance from the new well to the leaching area and <br /> was found to be tinder the 100 foot requirements. Mr. McQuaid stated <br /> a "stop work order" was placed at the site, until such time as a new <br /> revised plan was submitted delineating the distance from the new well <br /> to the septic and explained that the well driller recently requested <br /> a well permit for a third site however was informed that no well permits <br /> will be issued until plans showing the third well site is located. Mr. <br /> McQuaid informed the Board that Cape & Islands submitted plans for the <br /> third site however in reviewing the plans the well is delineated in the <br /> same location as original plans submitted. Mr. McQuaid requested the <br /> Boards approval before issuing a new well permit and requested that if <br /> the Board forwards their approval for the issuance of the well permit, <br /> that he be present when the well smaple is drawn from the site. <br /> The Board was in agreeance with Mr. McQuaid's request. <br /> 21 . ) Expired septic permit - 67 Waterline Drive - Mr. McQuaid informed the, <br /> Board that the installer was notified numerous times that there is a time <br /> limit for installation of septic systems however the "as built" cards were <br /> received after expiration took place. Mr. McQuaid also commented that <br /> the engineering firm is also aware of the time limits imposed with septic <br /> permits. <br /> Mr. Greelish requested Mr. McQuiad 'to contact the engineering firm for <br /> verification of their inspection. Mr . Greelish stated if any questions <br /> arise, as to their verification, a meeting be scheduled with them to dis- <br /> cuss the matter. <br /> 22. ) Perc extension request - Martick, 2 Amy Brown Road - Mr. McQuaid in- <br /> 'formed 'the Board art extension was previously grant d in June 1987 with <br /> expiration date of February 2, 1989 and explained that the septic permit <br /> was pulled and plans were approved however do not expect to commence the <br /> project until after the porc has expired. <br />
