Sarah Greenberg from GHD had a slide presentation (attached) discussing the
classification of the buildings on site. Tony Caputo is the pyro tech.
Mr. Fudala said at one time there was a potential issue of the chemical storage room
being above the mechanical room, has that been resolved?
Sarah answered yes, they moved the fire panel upstairs.
Mr. Dunn asked if the electrical rooms need suppression.
Sarah said it depends on the use of the building; the classification categories determine
what is required.
Mr. Dunn asked about rooms/buildings that aren't occupied 100% of the time.
Sarah said there will be monitors connected to a computerized monitoring system, which
would then in turn contact the Fire Department.
Review and approval of GHD Design Contract Amendment #3 — Route 151 Sewer Design
Scope of work has changed based on discussions with DPW Engineers Stantech and
construction/grant application and funding schedules, impacted by JBCC wastewater
facilities situation.
Anastasia Rudenko said this is two-fold, 1. is a planning study, 2. is Phase 2 of 151,
allows us to put in infrastructure before the moratorium.
Motion: Mr. Lyons moved to approve the design contract Amendment #3 and
authorize the Chair to sign it, Mr. Dunn seconded.
Vote: 6-0-0 motion passed
WP79 Groundwater Discharge Permit Application Review (this is the second application in
the permitting process)
Anastasia Rudenko explained this is asking for a permit, first an administrative review and
then a technical review with comments. It needs to be signed.
Motion: Mr. Lyons moved to authorize the Chair to sign the permit application,
Ms. Malone seconded.
Vote: 6-0-0 motion passed
SRF Application Review
Audrey presented the timeline for the SRF application review. It is to be submitted by
10/15/21 deadline, we plan to submit by end of July. Project approval deadline is
12/31/21.
Mr. Fudala asked if there are private roads in Phase 1, Audrey Starbard said she will find
out.
Andy Gottlieb said Town Council is concerned you don't have the authority to request the
SRF. He suggested to authorize the Chair to request the Board of Selectmen to request
the SRF. It can't be properly filed with the Chair's signature, it would need to be signed
by The Board of Selectmen or Town Manager.
Motion: Mr. Dunn moved to authorize the Chair to sign the SRF application and
pass to the Board of Selectmen for their authorization or delegation to Town
Manager, Mr. Lyons seconded.
Vote: 6-0-0 motion passed
Andy Gottlieb said to give him the request so he can get it on the agenda.
Proposed bid alternates review
