Mr. Harrington stated that the Board can condemn one portI on of the dwelling, the basement,
which would ultimately reduce the occupancy to four people in two bedrooms, but his
recommendation was to set a date by which the application for building permit needs to be
submitted and, if that timeframe is not met, then set a date to issue fines according to the order
letter. This property has been out of compliance for too long and this needs to stay on our radar
or nothing will get done.
Chair Baumgaertel requested that Mr. Harrington pass along to the, property owner that she is
facing possible condemnation action if she doesn't move this along.
There being no further comments or discussion, Veronica Warden moved to continue the matter
of 545 Cotuit Road to the next meeting. Motion seconded by Ernest Virgilio. Roll call vote-, Ernest
Virgillo (yes); ronica War Veden (yes); Brian Baumgaertel (yes). VOTE: Unanimous (3-0).
I IF
2. Review of Title V violatilonTom Roux,Registered Title V Inspector. Mr. Harrington commented
that,at-the last meeting, the Board continued the hearing for Mr.Roux to give him time to inspect
the soil absorption system at 17 Cutlass Lane. The Board did recognize that the chambers could
be inspected via camera from the vent or through the cl-box. The Board also stated that they did
not want the system impacted by excavating down to the plastic chambers to install the
observation port. The inspector was asked to report back to the Board upon completion.
Tom Roux introduced himself for the record, stating that he was initially instructed by the Health
Agent to put in an observation port, which was not financially feasible for the property owner. In
lieu of that, he acquired a camera and had run it down the d-box and into one of the chambers,
which he stated was ""as dry as a bone". Mr. Harrington instructed Mr. Roux to revise and re-
upload the full report reflecting that the leaching had been inspected with a camera.
3. COVID-19 Update.
