MASHPEE ZONING BOARD OF APPEALS <br /> MEETING MINUTES <br /> JULY 24,2019 <br /> Chairman Furbush asked what the distance was for the natural buffer. Attorney Kirrane <br /> said it is 50 ft. Chairman Furbush asked if the building could be moved back. Attorney <br /> Kirrane said there is an easement owned by Rockland Trust that runs through the property <br /> which might be impacted if the building were moved. <br /> Matt Costa addressed the Board and said they are using the natural topography to their <br /> advantage thereby cutting into some slopes in the back of the lot.He said that the vision is <br /> to create a corridor that mirrors the opposite side of the street(Rte. 28).He said he will try <br /> and keep some of the natural buffer but will augment it so that there will be a clearer <br /> corridor. In addition,there are powerlines in the front and trees that are in the State layout <br /> plan.Matt said they will be applying to Mass Highway for a curb cut permit for access and <br /> are proposing that Mass Highway manage those trees so they are more presentable. The <br /> objective of the landscape plan is to achieve curb appeal in a very central point in Town. <br /> Attorney Kirrane said that there,might be a topographic feature that would relate to the <br /> request of the variance. By moving the building back it would cut into a substantial <br /> embankment, and the proposed would be in the flattest area on the site. Matt said the <br /> building is setback on both sides of the property, as depicted on plan number C-101. Matt <br /> said that the topography elevation goes up quickly from elevation 40 to 50 at the edge of — <br /> the pavement.Attorney Kirrane said that the building itself is setback from the appropriate <br /> distance from Rte. 28 so there's no relief needed for the location of the building only relief <br /> from the 50 ft.natural state buffer. <br /> Matt said he presented the plans to Design Review, and one member would like them to <br /> keep the natural look of Cape Cod. Matt said he suggested that he incorporate some of the <br /> natural trees into the landscape plan. The members also asked for a more detailed plan <br /> incorporating the native species, and trees to keep in line with Cape Cod Commissions - <br /> landscape design polices. <br /> Ron Bonvie asked Matt if he submitted the plans to Charlie Rowley for his review. Matt <br /> said he submitted everything to Charlie Rowley but has not heard back from him.Attorney <br /> Kirrane said that the plans would be submitted at Plan Review that show the drainage, and <br /> parking construction.Ron said as one member he would like Charlie Rowley to review the <br /> plans. Matt said that plan sheet C-121 shows the drainage scheme that is capturing the <br /> runoff toward Rte. 28. There are some catch basins and drainage structures at the property <br /> line. Mass Highway will have the final approval. <br /> Chairman Furbush asked if Rockland Trust left a natural area between the proposed <br /> building and Rte. 28, and also at the corner near Jobs Fishing Road, Attorney Kirrane said <br /> that he recalls that most was eliminated,and was supplemented with landscaping.Jon asked <br /> how much of the buffer will be left. Matt referred to the landscape plan L-101, showing <br /> three (3) natural existing trees will remain. The other section will be graded and <br /> landscaped. <br /> 8 <br />
