MASHPEE ZONING BOARD OF APPEALS <br /> MEETING MINUTES <br /> OCTOBER 16,2019 <br /> The new building will not be creating any new-setback issues. There was a future 2,000 sq. <br /> ft, expansion for a second phase that was originally contemplated,but will be reduced to <br /> 1,200 sq.ft.The original design of the front of the building was presented as a stone fagade <br /> with concreate and a stick-built building,but will now primarily be clapboard construction <br /> and Cape Cod style. The interior of the building layout has changed as result of the <br /> downsizing of the entire square footage. The interior design is not a subject matter or <br /> concern of the Zoning Board of Appeals, and the use is not changing. The building is a <br /> smaller footprint within the previous building that was approved, and would not require a <br /> major modification consideration and public hearing by the Board. The only change is to <br /> the rear parking lot that was originally proposed to be paved and will now have gravel. <br /> However, all other parking requirements in the front of the building will be paved as <br /> indicated under the bylaw. <br /> The Board reviewed the original approved plan and the new plan. The front setback did <br /> not change.The Board wanted to know if Charlie Rowley was given the revised plan. The <br /> Board of Health has approved the reduction in size of the septic system. Kevin said if the <br /> Phase 2 portion of the building is added,they would return to the Board of Health. <br /> Scott said he doesn't see any issues for the smaller building.Kevin said that the subsurface <br /> drainage was reduced due to the fact that the increase peculation of the gravel parking lot <br /> to the rear. Kevin explained the construction material and the insulation in detail. <br /> Jonathan reviewed the approved previous decision and read the details regarding the <br /> fencing. Kevin said that the fencing will remain the same, and as far as the neighbors are <br /> concerned there's a self-storage warehouse adjacent to this property,and other commercial <br /> and industrial uses adjacent to this property. This is not on Rte. 00, and most of the <br /> residential neighbors are across the street,and there are no issues.Kevin said that the actual <br /> operation of the facility is not changing. There will be no rear gate to the dog run;the dogs <br /> will only exit through the building. There is removal of the overhead doors, and removal <br /> of the windows that will serve as an abatement to any noise that could travel beyond the <br /> building.The building is 600 sq.ft. smaller for Phase 1, and 1,200 sq.ft.for Phase 2 versus <br /> 2,000 sq,ft.and is 800 sq. ft.smaller for Phase 2.The original septic design was for twenty <br /> six(26)kennels,but there's been a redesign of the system that was approved by the Board <br /> of Health for eight (8) kennels. Kevin Yanni, with Consery said that the kennels are <br /> essentially measured with the septic system, which is the method of the Title 5 septic <br /> system.There will be a fire alarm system,but not a sprinkler system. <br /> Kevin said that the Board of Health approves the septic system and is out of the scope of <br /> the Board of Appeals. <br /> Chairman Furbush mentioned Jim Reiffarth will be voting on this application. <br /> Chairman Furbush polled,the Board asking if they had any issues.
