last week regarding the status of the egress winidow construction. On April 30, 2021,the
owner stated that contractors are busy and can't give her a start date. Mr. Harrington
stated that he declined the owner's offer to provide the contractors names and numbers
if the he wanted to get in touch with them. That is the only update our office has received
in a while. The septic has been completed and the owner is trying to get the basement
bathroom and the egress windows going. Per Mr. Harrington, all of it should have been
done concurrently, but that was the update that she provided.
Chair Baumgaertel asked if a building permit had been pulled, and Mr. Harrington
answered that a permit has not been issued for the bathroom or the egress windows,
Chair Baumgaertel proposed to set a date by which a building permit needed to be issued.
Mr. Harrington discussed what he thought the Building Department might need prior to
issuing that permit, but stated that he did not know if the property owner had reached
out to the Building Department as of yet.
The Board discussed how difficult it is right now to get contractors, and Mr. Virgilio
expressed his opinion that some have overextenided themselves. Mr. Harrington wasn't
sure exactly what the Building Department requires, but mentioned what he thought they
would need from the owner regarding a sketch of plans. Mr. Baumgaertel stated that it's
possible the owner doesn't even have a contractor at this point and Mr. Harrington
agreed. Mr. Virgilio expressed how difficult it is to get a permit now, in his opinion, with
everything having to be done electronically., Mr. Harrington informed the Board that
many permits are done this way. He further stated that, if someone called to discuss this
address, we would make it a priority, as we do all requests that-pertain to violations.
Board members discussed the timeline for the owner to acquire a building permit.
There being no further comments or discussion, Kripani Patel motioned to set a 10-day
period for the property owner at 545 Cotuit Road to get a Building Permit for the egress
windows and the basement bathroom. Motion seconded by Ernest Virgilio. Roll call vote:
Ernest Virgilio (yes); Kripani Patel (yes); Brian Baumgaertel (yes). VOTE: Unanimous (3-
0).
I COVID-19 Update. Mr. Harrington commented that the following actions are completed
or ongoing. Chair Baumgaertel advised that he could just report on the main issues.
a. The Governor had changed the mask mandate guidance, we received many
questions regarding it. The state did not update guidance until this week so we're
in the process of going through that and getting back to people as we go through
the guidance,
b. We have been working with a lot of the businesses in Mashpee Commons. We
have had a couple of complaints that did not have a lot of violations.
c. We did speak to the Town Manager's office to discuss the set-up for the Town
Meeting.
d. We discussed about indoor and outdoor seating, customer traffic flow and bar
operations for the restaurants.
3
